"Providing connections that improve people’s lives” is the core purpose of the Maricopa County 
Department of Transportation (MCDOT). To accomplish this purpose, MCDOT developed a Transportation 
System Plan (TSP) to guide the planning of limited resources in a large geographic area. The TSP 2040 
establishes a plan for the future transportation needs of Maricopa County residents across three 
planning horizons – 2025, 2030, and 2040 – based on a thorough review of the MCDOT 
transportation system, planning documents and processes, stakeholder plans, and funding information. 
TSP 2040 reaffirms the goals, objectives, and strategies from TSP 2035 and strengthened them with 
guiding principles and performance measures for current and future transportation needs and 
investments, and compliments Maricopa County’s Comprehensive Plan guidelines for transportation.
With TSP 2040, MCDOT updated its approach to include         
complete projects, which comprehensively 
address transportation system needs beyond capacity, in addition to active transportation, safety, and 
Intelligent Transportation Systems (ITS). The identification of these additional needs and the opportunities 
for complete projects continues to drive MCDOT’s core purpose, by improving the network for all users. 
The spectrum below represents the method in which MCDOT manages the transportation system and 
serves as the foundation for TSP 2040. This includes five categories: Plan for short- and long-term needs; 
Design based upon conditions and community need; Build to accommodate needs utilizing latest 
technology; Maintain the system to ensure longevity; and Operate the system to best meet the needs of 
the traveling public. The following summary sheets are provided with additional information for each 
element of TSP 2040.

Study Purpose
The Maricopa County Department of Transportation 
(MCDOT) Transportation System Plan (TSP) 2040 
provides information on the current transportation 
system and sets the framework of the future 
transportation system as population, development, 
technology, and other factors impact Maricopa County. 
The plan addresses roadway needs, sets performance 
measures, and provides a clear vision through 2040.
TSP 2035 focused on capacity-driven needs. TSP 2040  
incorporates recent MCDOT planning efforts to inform a 
broader scope of needs. The featured icons represent a 
sample of the many modes of transportation that were 
considered as part of this plan.
As part of this TSP effort, the following occured:

The Study Area includes unincorporated Maricopa County 
and the Project Influence Area (PIA) includes the entire 
Maricopa County area and the fringe (areas adjacent to 
County limits) that connect to the County network. The 
primary focus will be on MCDOT facilities within the 
Study Area. However, some analysis was conducted for 
the PIA to determine how MCDOT facilities are 
impacted by the region.

Baseline Conditions Purpose
The purpose of Baseline Conditions was to establish an 
understanding of the transportation system in order to 
identify transportation needs that could be addressed by 
TSP 2040. Baseline Conditions provides an overview of 
the existing transportation network in Maricopa County 
including roadway characteristics, asset conditions, ITS 
infrastructure, and active transportation facilities. The 
review of baseline conditions also included an 
assessment of socioeconomic information, demographics, 
and land use and ownership and their potential impacts 
on traffic volumes and patterns.

The purpose of Transportation System Needs Analysis 
was to identify transportation needs for the next 20 
years in nine categories (listed below). The identified 
needs provide a representation of the opportunities 
and constraints in achieving a well-connected 
transportation system that functions for all users. The 
findings from the analysis was used to develop 
projects and an implementation plan during the next 
phase.

Over 200 projects were identified in nine categories – 
Capacity, Pedestrian, Bicycle, PM-10 Roads, Intelligent 
Transportation Systems, Safety, Structures, Pavement 
Preservation, and Drainage. The projects were prioritized in 
an implementation plan for the near-, mid-, and long-term 
horizons.

Three policy frameworks were explored around Smart 
Streets, Emerging Technology, and Active 
Transportation based on the scenario planning 
recommended strategies.
Implementation Plan Purpose
The Implementation Plan analyzed and outlined action 
items needed to support MCDOT in accomplishing its 
core purpose of providing connections that improve 
people’s lives.
Planning for an Uncertain Future
Future transportation funding is unknown and travel 
trends are changing quickly. To better prepare for this 
uncertain future, MCDOT and its partners conducted a 
scenario planning process. By evaluating different 
possible future scenarios, MCDOT and its partners were 
able to identify common themes and ways to adjust to 
different situations including: emerging technology, 
importance of regional funding, increasing demand for 
active transportation, and growing use of telecommuting 
and e-commerce. Recommended strategies from the 
scenario planning are listed to the right.

TSP 2040 Final Plan Purpose
The TSP 2040 establishes a plan for the future 
transportation needs of Maricopa County residents 
across three planning horizons – 2025, 2030, and 2040. 
Engaging Maricopa County partners and the public was 
essential to plan development and identifying future 
action items.
FINAL REPORT
The Advisory Committee included 
representatives from Maricopa County, local 
and regional governments within and 
surrounding Maricopa County, private 
utilities and railroads, and state agencies. MCDOT 
actively engaged the Advisory Committee throughout the 
TSP 2040 development process to plan and maintain a 
regionally connected roadway network.

Schedule
MCDOT engaged the public on plan 
development and solicited input through a 
project website, interactive map, and social 
media. Through the various outreach methods, MCDOT 
received over 500 comments from the public about their 
interests and needs for the transportation system.

Throughout development of the TSP 2040, 
next steps were identified that support 
MCDOT’s Core Purpose of “providing 
connections that improve people’s lives.” 
Next steps were centered around the following themes:
Next Steps
A key component for TSP 2040 outreach 
was a deliberate and dedicated effort to 
hear from young people. MCDOT engaged 
high school students, those closest to 
driving age, to obtain their thoughts on the 
transportation system and its future. MCDOT was able to 
attend targeted events, engaging more than 100 
students on how they believe the transportation system 
will change.

Projects were developed based on a technical analysis of the transportation network maintained by 
MCDOT and input from a comprehensive Advisory Committee and the public. The technical analysis is 
documented through a series of memoranda including existing conditions, identified needs, and a potential 
implementation plan. Projects were identified across nine categories – Capacity, Pedestrian, Bicycle, PM-10 
Roads, ITS, Safety Structures, Pavement Preservation, and Drainage. Projects were combined based on 
proximity along a corridor. Each project has an identified horizon, near- (2025), mid- (2030), and long-term 
(2040). These horizons are subject to change based on need and available funding. A description of what
