Chairman Sellers opened the meeting and asked Supervisor Gates to introduce the 
guest from District 3 who would offer the invocation and pledge. Supervisor Gates 
introduced Former Senator Kate Brophy McGee who has served in the Washington 
Elementary School District, in the State Senate, and is currently serving Maricopa 
County on the Planning and Zoning Commission. He said she has been a leader in the 
community for many years.

PET SHOWCASE BY MARICOPA COUNTY ANIMAL CARE AND CONTROL - 
PRESENTACIÓN DE ANIMALES DOMESTICOS POR EL DEPARTAMENTO DE 
CONTROL Y CUIDADO DE ANIMALES
Monica Gery, the Public Information Officer for Animal Care and Control, introduced 
Ike, a handsome and sweet 7-year-old that looks more like a bear than a dog. He 
weighs about 90 pounds and is very active, curious, and would make a wonderful family 
dog. For more information on Ike and other adoptable pets, the public can go to the 
website at Pets.Maricopa.gov. or call 602 506-PETS (7387). Ms. Gery said starting 
Saturday June 26, 2021 through Wednesday June 30, 2021, The Bissel Foundation will 
be sponsoring pet adoptions for Empty the Shelters Program to help make room in the 
shelter for the upcoming 4th of July weekend. She reminded the public to keep pets 
indoors during the celebrations and make sure their pet registration is current.
The Chairman asked the Clerk if there were any announcements or corrections to the 
agenda. The Clerk said there were a few announcements and a correction. She 
announced agenda item #30 has been withdrawn; agenda item #88 has been 
withdrawn; on agenda item #102, there is a correction in the attachment which has 
listed the incorrect parcel number. The corrected parcel number should read #500-54-
003A as stated on the agenda.

APPOINTMENT OF A CONSTABLE FOR THE IRONWOOD JUSTICE PRECINCT
Pursuant to ARS §11-251(16), consider a nomination for appointment of a Constable for the 
Ironwood Justice Precinct to fill the vacancy created by the death of Billy Jo Spurlock, the 
previous Constable. This appointment shall be to fill the vacancy for the remainder of the 
term which ends December 31, 2022.
 
The recommended salary for the newly appointed Constable is $16,500.00, consistent with 
A.R.S. §11-424.01(C)(2) and the Board of Supervisors’ action taken on June 13, 2018, 
related to Constable salaries (C-25-18-003-M-00). (C-06-22-711-X-00)
Supervisor Gallardo extended his condolences to the family of the late Constable Billy 
Jo Spurlock. Constable Spurlock had been the Constable for the Ironwood Justice 
Precinct for many years. Supervisor Gallardo thanked Supervisor Hickman and others 
who helped get the word out for the open Constable position. Supervisor Gallardo 
introduced Daniel E. Birchfield Sr. and said Mr. Birchfield has been a pillar in Gila Bend 
and has served the community in various capacities including the Gila Bend Police 
Department. He was born and raised in Gila Bend and his application rose to the top 
quickly as a very qualified candidate.

Convene a public hearing to solicit comments and consider the petition to establish the 
Granite Vista Phase 1.D Street Lighting Improvement District, pursuant to Arizona Revised 
Statutes Title 48, Chapter 6, Article 1. The District’s purpose is to purchase energy for the 
lighting of public streets and parks within the area. 
A petition with the requisite number of signatures (53% of real property owners) has been 
filed with the Superintendent of Streets requesting the establishment of the Granite Vista 
Phase 1.D Street Lighting Improvement District. Granite Vista Phase 1.D consists of a

RULE 348 (AEROSPACE MANUFACTURING AND REWORK OPERATIONS) RACT 
CERTIFICATION
Convene a public hearing, as required by Arizona Revised Statutes (A.R.S.) § 49-474(4), to 
solicit comments on the proposed certification of Maricopa County Air Pollution Control 
Regulation III - Rule 348 (Aerospace Manufacturing and Rework Operations) as meeting the 
Clean Air Act, Section 182 Reasonably Available Control Technology (RACT) requirements 
for the 2008 8-hour Ozone National Ambient Air Quality Standard (NAAQS) as it is currently 
written, and the proposed submission of this RACT Certification to the U.S. Environmental 
Protection Agency (EPA). The Maricopa County Air Quality Department (MCAQD) is not 
proposing any changes to Rule 348. Following the public hearing, the Board is requested to 
approve the proposed RACT Certification of Rule 348 and to approve submission of the 
RACT Certification to the EPA.
Maricopa County is currently classified as a moderate nonattainment area by the EPA with 
respect to the 2008 NAAQS for Ozone. As such, Maricopa County is required to implement 
RACT for all major sources of volatile organic compounds (VOC) and for each VOC source 
category for which the EPA has issued a Control Technique Guideline (CTG). In 2017, a 
State Implementation Plan Revision for the Maricopa County Air Quality Department Ozone 
Rules was submitted to the EPA by the Arizona Department of Environmental Quality, which 
included a negative declaration for the CTG source category of aerospace coating. After the 
EPA requested additional information, the MCAQD reevaluated the source category and 
determined that there are facilities in Maricopa County where emissions from aerospace 
coating operations exceed the emissions threshold in the Aerospace CTG. As a result, the 
EPA disapproved MCAQD’s negative declaration for aerospace coating and required the 
MCAQD to evaluate Rule 348 to determine if it represents RACT for the 2008 8-hour Ozone 
NAAQS. The MCAQD evaluated Rule 348 and determined that it is consistent with the 
Aerospace CTG and is generally consistent with several other aerospace coating rules 
recently approved as RACT and, therefore, meets RACT for the 2008 Ozone NAAQS and 
no changes to the current version of Rule 348 are required. The MCAQD will continue with 
the version approved on September 25, 2013. (C-85-21-043-X-01)

(STATIONARY RECIPROCATING INTERNAL COMBUSTION ENGINES (RICE)).
Convene a public hearing, as required by Arizona Revised Statutes (A.R.S.) § 49-479(b), to 
solicit comments on the proposed revision of Maricopa County Air Pollution Control

Regulation III - Rule 323 (Fuel Burning Equipment from Industrial/Commercial/Institutional 
(ICI) Sources) and Rule 324 (Stationary Reciprocating Internal Combustion Engines (RICE)) 
and the associated proposed revision to the Arizona State Implementation Plan (SIP). 
Following the public hearing, the Board is requested to adopt the proposed revisions to the 
rules and to approve submission of the revised rules as a revision to the Arizona SIP.
Rule 323 limits the discharge of nitrogen oxides, sulfur oxides, carbon monoxide, and 
particulate matter emissions into the atmosphere from fuel burning combustion units at 
industrial and/or commercial and/or institutional (ICI) sources, and Rule 324 limits carbon 
monoxide, nitrogen oxides, sulfur oxides, volatile organic compounds, and particulate matter 
emissions from stationary reciprocating internal combustion engines (RICE). 
The Maricopa County Air Quality Department (MCAQD) is proposing to revise Rules 323 
and 324 to address rule deficiencies identified by the Environmental Protection Agency 
(EPA). The proposed revisions are required to secure the rules’ approval as part of the 
Arizona State Implementation Plan under the federal Clean Air Act. The MCAQD is also 
proposing revisions to address rule recommendations provided by the EPA, incorporate 
revisions recommended by stakeholders, and make other revisions to improve and clarify 
the rules.
Permit fees are not changing due to this action. (C-85-21-045-X-01)

Convene a public hearing, as required by Arizona Revised Statutes (A.R.S.) § 49-479(b), to 
solicit comments on the proposed revision of Maricopa County Air Pollution Control 
Regulation III - Rule 322 (Power Plant Operations) and the associated proposed revision to 
the Arizona State Implementation Plan (SIP). Following the public hearing, the Board is 
requested to adopt the proposed revisions to the rule and to approve submission of the 
revised rule as a revision to the Arizona SIP.
Rule 322  limits emissions of nitrogen oxides (NOx), carbon monoxide (CO), sulfur oxides 
(SOx), and particulate matter (PM) from stationary fossil-fuel-fired electric utility gas turbines, 
stationary fossil-fuel-fired electric utility steam generating units or cogeneration steam 
generating units and limits particulate matter (PM) emissions from cooling towers associated 
with this equipment.
The Maricopa County Air Quality Department (MCAQD) is proposing to revise Rule 322 to

EXAMINERS
Approve an agreement with HonorHealth's Department of Forensic Nurse Examiners (FNE), 
to aid in the investigation and prosecution of sexual assault, sexual abuse and intimate 
partner domestic violence matters. The term of the agreement begins July 1, 2021 and 
terminates June 30, 2023, unless otherwise extended, or amended. HonorHealth will provide 
specially trained medical personnel to conduct examinations of victims of sexual assault, 
sexual abuse and intimate partner domestic violence and gather evidence for use in the 
investigation of criminal cases and prosecution of offenders. Authorize the Chairman to sign 
any and all documents related to this action. The Maricopa County Attorney’s Office has had 
similar agreements with HonorHealth p.k.a Scottsdale Healthcare Hospitals in the past (C-

COMPETITION IMPRACTICABLE TANTUS SOLUTIONS GROUP, INC.
Approve a Competition Impracticable for continued Annual Support and Services the New 
Jail Management System (aka SHIELD) with Tantus Solutions Group, Inc. for three years 
with a value of $1,050,000 and three optional extensions. The current contract with Tantus 
expires 7/31/2021 (171006-CI). Tantus has designed and built over 80 data interfaces 
between MCSO systems and/or MCSO partner systems. Tantus is MCSO's only technology 
vendor that understands and can support interfaces between SHIELD and MCSO partner 
systems, the SHIELD data conversion process as well as MCSO's proprietary MQLink and 
JMS Query Solutions. Tantus has established relationships with MCSO partner agencies 
(DPS, ICJIS, CHS, Superior Court, MCAO, among others) and other MCSO technology 
vendors (Idemia, TechCare, Pragmatica, Forensic Logic, TouchPay, GTL, Numi, Swamp 
Fox, etc.) which allows them to effectively and efficiently support MCSO needs. Tantus 
hourly rates are competitive and all work will be managed by Task Orders with expected 
deliverables clearly documented along with a cost not to exceed which must be mutually 
agreed to before work commences. MCSO is proposing a 3-year contract with annual

FUNDING FROM THE OFFICE OF THE STATE TREASURER; SMART AND SAFE 
ARIZONA ACT GY 2021
Approve acceptance of a funding appropriation from the Office of the State Treasurer for the 
Smart and Safe Arizona Act of up to $500,000. The anticipated term of this funding is July 1, 
2021 through June 30, 2022. This is the first time this funding has been awarded to the 
Sheriff’s Office and it will be re-occurring. This funding is formulaic and non-competitive. 
There is no match requirement or future or ongoing contributions required when the funding 
period ends. The projected use for these funds is program-related personnel costs.
These funds are statutory (A.R.S. § 36-2856) and indirect cost recovery is not allowed. The 
Sheriff’s indirect cost rate for FY21 is 14.6%. The indirect cost basis is $500,000 with a total 
unrecoverable indirect cost amount of $73,000 to be absorbed by the General Fund. Grant 
revenues are not local revenues for the purpose of the constitutional expenditure limitation, 
and therefore, expenditures of these revenues are not prohibited by the budget law.) (C-50-

SUPPORT
Adopt a resolution regarding the Arizona National Guard Counterdrug Task Force (CDTF) to 
be signed by the Chairman of the Board of Supervisors and the Clerk of the Board. This 
Resolution will: 1) ratify the MOU (JTNF – MCSO MEMORANDUM OF UNDERSTANDING 
BETWEEN THE ARIZONA NATIONAL GUARD JOINT COUNTER NARCO-TERRORISM 
TASK FORCE AND MARICOPA COUNTY SHERIFF’S OFFICE) signed by MCSO October 
27, 2016 and ratify the Addendum to the  MOU  (AZCDTF – MCSO Addendum) signed by 
MCSO October 23, 2018;  2) authorize the Maricopa County Sheriff to sign the FY 2021 
Memorandum of Understanding (MOU) Review document that acknowledges terms and 
conditions of the MOU are still applicable; and 3) authorize the Maricopa County Sheriff to 
sign future MOU annual acknowledgement documents pertaining to the terms of this MOU 
and the Addendum.   
This MOU and Addendum is between the MCSO and Arizona National Guard concerning 
counterdrug support. The scope of operation is limited to the Arizona National Guard 
Counterdrug Task Force (CDTF) support to local, state, tribal, and federal law enforcement 
agencies operating in a variety of approved mission areas. The Guard may provide support 
but does not directly participate in arrests of suspects or conducting searches or become 
involved in any chain of custody for any evidence.   
This is a non-financial MOU that indicates it is exempt from mandatory disclosure under 
FOIA (Ref AR 340-17, replaced by AR 25-55). 
Any revisions to the MOU will result in the MCSO returning to the BOS for approval of that

Training Academy for AK-CHIN recruits to attend MCSO Detention and Sworn academies at 
a cost of $250 per Detention Academy registrant and $750 per Sworn Academy registrant. 
This IGA is effective June 1, 2021 through May 31, 2023 and when signed by the parties. 
Following the initial term, it will automatically renew for up to two, one-year terms unless 
canceled or terminated.

(Maricopa County Revolving Line of Credit) and Maricopa County Revolving Line of Credit 
Promissory Note, relating to the same. The term of the Agreement is July 1, 2021 through 
midnight, June 30, 2022, however, the Agreement may be automatically renewed pursuant 
to the Agreement.
Also, Pursuant to A.R.S. §11-604.01, approve a Business Loan Agreement (Maricopa 
County Districts Revolving Line of Credit) and a Maricopa County Districts Revolving Line of 
Credit Promissory Note, relating to the same. The Agreement shall be "in effect initially for 
fiscal year 2021-2022." The parties may agree to extend the Commitment for each fiscal year

responsibilities, and closing out of any awards made through this program.
This Policy applies to all Maricopa County elected offices and appointed departments as well 
as the Flood Control District of Maricopa County, the Maricopa County Library District, and

Donation funds are not local revenues for the purpose of the constitutional expenditure

RESOLUTION FOR DECLARATION OF OFFICIAL INTENT TO REIMBURSE FOR 
PURPOSES OF SECTIONS 103 AND 141‐150 OF THE INTERNAL REVENUE CODE OF 
1986
Authorize the Chairman to approve and execute the Resolution, which constitutes a 
Declaration of Official Intent to Reimburse required for the issuance of tax‐exempt securities 
to reimburse prior expenditures, related to the construction, acquisition and equipping of 
County capital projects scheduled for Fiscal Years 2020‐21, 2021‐22, 2022‐23, and 2023‐24. 
The maximum original amount of obligations expected to be issued related to these projects 
is $80,000,000. This is in addition to the Declaration of Official Intent to reimburse 
$76,500,000 of project expenditures approved by the Board of Supervisors on July 22, 2020 
(C‐18‐21‐003‐X‐00). The County is anticipating issuing tax‐exempt obligations to finance 
capital projects in the Capital Projects Fund (Fund 443). The maximum original amount of 
obligations expected to be issued is $142,500,000. Exhibit A shows the proposed capital 
project expenditures by anticipated fiscal year. The County reasonably expects to reimburse

Approve the FY 2022 Performance-Based Retention Pay Plan that uses allocated funding 
for retention pay and critical recruitment-based equity pay. This discretionary plan enhances 
retention and incentivizes employees’ performance so that they are engaged and continue 
to provide quality services to County residents.
This plan applies to the County’s elected offices, appointed departments, the Judicial Branch 
of Maricopa County who receives performance-based funding from Maricopa County, and 
the Flood Control District of Maricopa County and the Maricopa County Library District

MARICOPA COUNTY COMPENSATION POLICY (HR2470) REVISION
Approve the revision to the Maricopa County Compensation Policy (HR2470) effective June 
28, 2021. This revision adds referral bonuses for Registered Nurses and clarifies the process 
for job offers below the first quartile.
This Policy applies to all employees of Maricopa County elected offices and appointed 
departments as well as the Flood Control District of Maricopa County and the Maricopa 
County Library District (Special Districts). The Board of Supervisors is authorized to jointly 
adopt policies applying to the Special Districts under the Intergovernmental Agreement, C-
06-18-393-6-00, approved on April 11, 2018.
This policy was originally approved by the Board on 6/9/97 (C-31-97-013-8-01) and revised

AMENDMENT TO THE IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY 
FOR COMMUNITY ACTION SERVICES PROGRAM
Approve revenue Amendment No. 3 to the Intergovernmental Agreement (Agreement) 
between Arizona Department of Economic Security (DES) and Maricopa County, 
administered by its Human Services Department (County). The purpose of Amendment No.3 
is for DES to provide the County with funding for the period of July 1, 2021 through June 30, 
2022.  The funding amount for the term is: $5,138,670 for the Case Management Service 
Budget and $898,744 Community Services Service Budget.  The total funding amount is 
$6,037,414.
The Amendment addresses the following:
• Pursuant to the Terms and Conditions, Section 28.0 Levels of Service, this Amendment 
adds the initial Case Management Service Budget and Community Services Service Budget 
for the period of July 1, 2021 through June 30, 2022.
• In accordance with the Alerts issued April 7, 2021, the funding allocations are as follows: 
o The Case Management reimbursement ceiling for the period of July 1, 2021 through June 
30, 2020 is $5,138,670.
o The Community Services service reimbursement ceiling for the period of July 1, 2021 
through June 30, 2022 is $898,744.
o Therefore, the Case Management and the Community Services Itemized Service Budgets 
are added and attached. 
Funds will be utilized to provide assistance to eligible low-income residents in Maricopa 
County, assistance may include eviction prevention services, rent, mortgage, and utility 
assistance. 
Acceptance of this Amendment will not impact the County General Fund.

AMENDMENT TO THE IGA WITH THE CITY OF SURPRISE FOR HOMELESSNESS 
PROGRAMS
Approve Amendment No. 2 to the Intergovernmental Agreement (“Agreement”) with the City 
of Surprise (“Contractor”) and Maricopa County (the “County”) administered by its Human 
Services Department. The purpose of the Agreement is for the Contractor to provide 
temporary emergency shelter services to individuals experiencing homelessness in the 
Surprise area. The Contractor and the County shall be referred to as the Parties.
The purpose of the Amendment is to address the following:
A. Extend the Agreement for an additional one-year term, beginning July 1, 2021 through 
June 30, 2022 (“Renewal Period No. 2”).
B. The County shall provide the Contractor with a not to exceed amount of $100,000 in 
Community Service Block Grant (CSBG) fiscal year 2022 funding for the extension period. 
Funding availability under this Amendment No. 2 shall begin on July 1, 2021 through June 
30, 2022.
C. Add the following new paragraph to Section I (General Provisions):
50.0 SURVIVAL
D. Revise Section II (Special Provisions) in the following paragraph: 
10.0 (Budget Adjustments, Change Orders, and Amendments), to address Administrative 
Change Orders process.

AMENDMENT TO THE IGA WITH CITY OF SCOTTSDALE FOR WORKFORCE 
DEVELOPMENT AND TRAINING SERVICES
Approve financial Amendment No. 1 to the Intergovernmental Agreement (“Agreement”) 
between City of Scottsdale (“City”) and Maricopa County (County), administered by its 
Human Services Department (MCHSD). The purpose of the Agreement is to integrate the 
County’s workforce development system into the City’s social and community services 
resource network. Services are provided at the City’s Human Services Vista del Camino 
Center located at 7700 East Roosevelt Street, Scottsdale, Arizona 85257 (“City’s Resource 
Center”). The Agreement contains extension options for two (2) additional 1-year terms. 
Upon approval of Amendment No.1, one renewal term remains.
The City of Scottsdale will share 50% of the cost of personnel salary and related expenses 
for the administration and operation of the program. 
The purpose of the Amendment No. 1 is to address the following:
A. Agreement term shall be extended and effective from July 1, 2021 to June 30, 2022.
B. The City shall compensate the County in not to exceed amounts of $4,287.42 per month 
a total of $51,449 for the Extension Period.

AMENDMENT TO IGA WITH THE CITY OF SCOTTSDALE FOR COMMUNITY ACTION 
PROGRAM ACTIVITIES
Approve Amendment No. 7 to the financial Intergovernmental Agreement between the City 
of Scottsdale (“Subrecipient”) and Maricopa County, administered by its Human Services 
Department. The County contracts with the Subrecipient for the provision of Community 
Action program (CAP) activities such as crisis case management and financial assistance 
services for residents of the Scottsdale Community Service Area. 
The purpose of Amendment No. 7 is to address the following:
1. Amend Section I (General Provisions), Paragraph E (Term/ Effective Date/ Renewal Life 
of the Agreement), Subparagraph 1, to add the following sentence: The Agreement may be 
extended for a fifth term not exceeding one year, upon written agreement of the parties. 
2. Extend the Agreement Termination date from June 30, 2021, to and through June 30, 
2022. 
3. The County shall provide the Subrecipient with $561,969 for the period July 1, 2021 
through June 30, 2022 (“Period of Availability”). 
4. Revise Section IV (Compensation), by deleting Paragraph B (Reimbursement) to address 
the reimbursement process.
5. Incorporate into Section V (Attachments) an updated Operating Budget for the Period of 
Availability, which budget is attached to this Amendment No. 7 and titled “Amendment No. 
7”- Attachment B.”
This Amendment is subject to the provisions of A.R.S. §38-511.
The foregoing paragraphs contain all the changes made by this Amendment No. 7. All other 
terms and conditions of the Agreement remain in full force and effect as amended by

PROGRAMS
Approve Amendment No. 3 to the Intergovernmental Agreement (“Agreement”) between the 
City of Avondale (“Contractor”) and Maricopa County (the “County”) administered by its 
Human Services Department. The purpose of the Agreement is for the Contractor to provide 
temporary emergency shelter services to individuals experiencing homelessness in the 
Avondale area. The Contractor and the County shall be referred to as the Parties.
The purpose of the Amendment is to address the following:
A. Correct a typographical error in Section II.A. of Amendment No. 2 to revise the Termination 
Date under Renewal Period No. 1 from June 20, 2021, to June 30, 2021.

AMENDMENT TO THE IGA WITH REGIONAL PUBLIC TRANSPORTATION 
AUTHORITY
Approve Amendment No. 3 to the Intergovernmental Agreement “Agreement” with Regional 
Public Transportation Authority (RPTA/Valley Metro) and Maricopa County (County) 
administered by its Human Services Department. RPTA and the County shall be referred to 
as the “Parties.” The purpose of the Amendment is to address the following:
1. Revise section of Attachment A (Annual Service Agreement) which outlines the specific 
obligations of the Parties and provides the Program Schedules for Fiscal Year 2022, 
beginning July 1, 2021 and ending June 30, 2022. Obligations are further identified in Section 
1. RPTA Obligations; Section 2: Member Obligations; Section 3: Invoicing, Payments, and 
Reconciliation, and Section 4: Program Schedules that summarize the Programs that Valley 
Metro provides for County.  
2. The County shall provide RPTA with $470,570 for Paratransit Services and $768,825 for 
RideChoice Services, for a total of $1,239,395 for the period of July 1, 2021 through June 
30, 2022. The County shall pay the RPTA in (4) quarterly installments of $117,642.50 and 
$192,206.25 for Paratransit Services and RideChoice Services. Payment of invoices shall 
become due within thirty (30) calendar days after receipt of an invoice from RPTA. If at any 
time the costs of this program are projected to exceed the annual amount of $1,239,395, the 
Parties will reduce service levels to stay within the budgeted amount.
3. RPTA shall submit the final invoice no later than August 5, 2022.

Approve financial Amendment No.2 to the Intergovernmental Agreement between Tempe 
Elementary School District No. 3 (“District”), the City of Tempe (“City”) and Maricopa County 
(“County”), administered by its Human Services Department Early Education Division. The 
purpose of the Agreement is to establish a collaboration between the Parties that will address 
expanding high-quality pre-school in the City of Tempe and the District’s boundaries. Upon 
approval of Amendment No. 2, (“Renewal Term #2”) no renewal terms remain.
The County will provide funding that will help to increase instructional annual hours for 
enrolled Head Start children.
The purpose of the Amendment No. 2 is to address the following:
A. The Agreement shall be extended and effective from July 1, 2021 to June 30, 2022.
B. Revise Paragraph 6.0 (Funding), Subparagraph 6.1 to establish cost reimbursement 
amount of $133,120 for the period of July 1, 2021 to June 30, 2022.
C. Revise Paragraph 11.0 (Compensation), to update reimbursement terms.
D. Modify Paragraph 12.0 (Locations Where Services Will be Provided) to identify Head Start 
classroom address, age of children and number of children.

Intervention Policy collectively referred to as (hereafter collectively referred to as 
“Contractor”) and Maricopa County administered by its Human Services Department Early 
Education Division, (collectively referred to as the “County”). The Agreement contains the 
option to extend the Agreement for two additional 1-year terms. Upon approval of

Services Department. The purpose of the Agreement is for the Subrecipient to provide 
Navigation services for justice-involved people experiencing homelessness in Maricopa 
County. The Subrecipient and the County shall be referred to as the Parties.
The purpose of the Amendment is to address the following:
1. Extend the Agreement term from July 1, 2021, through June 30, 2022.
2. The County shall provide the Subrecipient with a not-to-exceed amount of $132,000 in 
Community Development Block Grant (CDBG) PY/FY 2021/2022 funding and with a not-to-
exceed amount of $98,655 in Community Development Block Grant-CV3 (CARES-Act) fiscal 
year funding provided by HUD for the extension period. The total available funding under 
Amendment No. 4 is a not-to-exceed amount of $230,655.

Approve Amendment No. 2 to the financial contract between Banner Health, an Arizona non-
profit d/b/a/ Banner Home Care non-profit, community-based organization and Maricopa 
County, administered by its Human Services Department. The purpose of the contract is for 
Maricopa County to provide Banner Health with a not-to-exceed amount of $10,000.  The 
term of the Contract is July 1, 2021 through June 30, 2022 and shall be effective upon 
approval of both Parties.  
The purpose of Amendment No. 2 is to address the following: 
1. Pursuant to Paragraph 4 Agreement Renewal, extend the Agreement term from June 30, 
2021 through June 30, 2022.
2. Amendment No. 2 shall be effective on July 1, 2021. 
3. The County shall provide Banner Health with $10,000 for the period of July 1, 2021 through 
June 30, 2022.
4. Funding shall be provided in four equal increments of $2,500 on a quarterly basis within

Arizona Shelter Services (CASS) and Maricopa County, administered by its Human Services 
Department.
The purpose of the Amendment is to address the following items:
A. Revise Section II (Special Provisions), Subparagraph 2 of Paragraph O (Contract Term 
and Option to Extend) to read as follows:
2. The County may, at is option and with the agreement of the Contractor, renew the term of 
this Agreement for ten additional one-year (or shorter) terms. The County shall notify the 
Contractor in writing of its intent to extend the term at least thirty calendar days prior to the 
expiration of the original Agreement term, or any subsequent additional terms.
B. Extend the Agreement Termination Date from June 30, 2021, through June 30, 2022.
C. Add that the County shall provide the Contractor with $450,000 in General Funds for the 
period July 1, 2021, through June 30. 2022. The total funds under this Amendment No. 8 
shall not exceed $450,000 for continued emergency shelter services for individuals and 
families experiencing homelessness in Maricopa County. Unexpended funds provided under

Approve Amendment No. 6 to the financial License Agreement P-50327, (“Agreement”) for 
Use of Real Property, with Arizona Department of Economic Security (“Licensee”) for use of 
County controlled properties, East Valley One Stop Career Center located at 735 North 
Gilbert Road, Suite 134, Gilbert, Arizona 85234 (“Facility 2”) and West Valley One Stop 
Career Center located at 4425 West Olive Avenue, Suites 190 and 200, Glendale, Arizona 
85302 (“Facility 3”). “Facility 2” and “Facility 3” shall be collectively referred to as the 
“Facilities”. The purpose of the Agreement is for Licensee to share costs associated with the 
operation of the Facilities.
The Parties hereby agree to amend the Agreement as follows:
1. The Amendment shall be effective as of July 1, 2021 through June 30, 2022.
2. Removes and replaces Exhibit 3 Rent and shared Facility Operations Costs.
3. Remove and replaces Exhibits “1B” – Facility 2 and “1C” Facility 3 – Floor 1 and Facility 3 
– Floor 2.
The foregoing paragraphs contain all the changes made by this Amendment. All other terms 
and conditions of the Agreement not changed herein remain the same and in full force and 
effect.
Licensee shall provide the County with $62,211 for Rent and $25,500 for Shared Operations 
Costs, total a total of $87,711. All funds collected under this Agreement will be applied 
against the costs associated with the operation of the Facilities and are not considered 
revenue.
The overall Human Services Department budget will be adjusted as necessary to 
accommodate the Amendment funding through a future reconciliation. This Amendment 
does not impact County funds.

AMENDMENT TO REVOCABLE LICENSE AGREEMENT WITH CITY OF PEORIA
Approve and execute Amendment 2 to the non-financial Revocable License Agreement 
P-50334 (“Agreement”) for the use of real property, with the City of Peoria (“City”) for space 
at the City’s Community Assistance Resource Center. This Agreement allows the County 
(“User”) to utilize designated space in the City’s Community Assistance Resource Center 
located at 8335 W. Jefferson St., Peoria, Arizona 85345 to provide Workforce Innovation and 
Opportunity Act (WIOA) youth services to youth in the northwest section of Maricopa County.
The purpose of this Amendment is to address the following:
a. Extend the term of the Agreement for two (2) years commencing on July 1, 2021 through 
June 30, 2023;
b. Authorize the Assistant County Manager for Maricopa County, and the Real Estate 
Director for Maricopa County shall administer this Agreement for the User;
c. The effective date of this Amendment is the date of execution of both Parties;
d. The Agreement is subject to termination pursuant to the provisions of A.R.S. 38-511.
The Agreement is amended to incorporate the changes contained in this Amendment No. 2. 
All other terms and conditions of the Agreement shall remain unchanged and in full force and 
effect as executed by the Parties. Either Party can terminate this Agreement with a prior 180 
days’ written notice to the other.

AMENDMENT TO THE AGREEMENT WITH TEMPE COMMUNITY ACTION AGENCY, 
INC FOR WORKFORCE DEVELOPMENT SERVICES
Approve financial Amendment No. 1 to the Agreement (“Agreement”) between Tempe 
Community Action Agency, Inc. (TCAA) and Maricopa County (County), administered by its 
Human Services Department. The purpose of the Agreement is to integrate the County’s

workforce development system into TCAA’s social and community services resource 
network. The Agreement contains extension options for two (2) additional 1-year terms. Upon 
approval of Amendment No. 1, one renewal terms remain.
TCAA will share 25-percent of the total cost of personnel salary and related expenses for the 
administration and operation of the program. 
The purpose of the Amendment No. 1 is to address the following:
A. Agreement term shall be extended and effective from July 1, 2021 to June 30, 2022.
B. TCAA shall reimburse the County a not to exceed amount of $18,689 for the extension 
period. TCAA shall pay the County the monthly amount not to exceed $1,557.42.
C. Include Attachment “A” Itemized Service Budget (ISB) to the Agreement as modified for 
the new agreement term.
This Agreement is subject to A.R.S. §38-511. The foregoing paragraphs contain all the 
changes made by this Amendment. All other terms and conditions of the original Agreement 
thereto remain the same and in full force and effect as approved and amended.
The Human Services Department approved provisional indirect rate for FY2022 of 22.2% 
from the U.S. Department of Health and Human Services for salaries and employee related 
expenses. The total Amendment amount is $18,689 of which $15,294 is for salaries and 
benefits. The total estimated indirect costs are $3,395 and fully recoverable. Budget 
adjustments will be made when the Indirect rate costs has been fully negotiated and shall be 
effective as of July 1, 2021.
Funds received from this Agreement do not alter the budget constraining expenditures of 
local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant 
budget will be adjusted as necessary to accommodate this Agreement through future grant 
reconciliation. 
This Amendment does not impact General Funds.

SERVICES
Approve Amendment No. 1 to the Agreement (“Agreement”) with AZCEND, a community 
based non-profit organization (Subrecipient) and Maricopa County (County) administered by 
its Human Services Department. The purpose of the Agreement is for the Subrecipient to 
provide rapid rehousing services to individuals experiencing homelessness in Maricopa 
County. The Subrecipient and the County shall be referred to as the Parties.
The purpose of the Amendment No. 1 is to address the following:
A. Extend the term of the Agreement for an additional one-year term, beginning July 1, 2021 
through June 30, 2022.
 
B. The County shall provide the Subrecipient with $12,964 in ESG Program Year/Fiscal Year 
(PY/FY2021/2022) funds for continued rapid rehousing services for individuals and families 
experiencing homelessness in Maricopa County.

Approve a financial Intergovernmental Agreement (Agreement) between the City of Glendale 
(City) and Maricopa County (County), administered by its Human Services Department, 
Workforce Development Division for workforce development services. The City and the 
County are collectively referred to herein as the “Parties” and individually as “Party.”
The purpose of this Agreement is to integrate the County’s workforce development system 
into the City’s social and community services resource network. The Parties agree to support 
workforce development and training efforts that will enable the City’s employers to attract 
and retain top talent and to provide adult and youth services. Service activities shall be 
delivered within Glendale Community Center (“Community Center”) located at 5401 West 
Ocotillo Road, Glendale, Arizona 85301 (“Community Center Facility”). A Workforce 
Development staff will be utilized to provide services under this Agreement, as a Workforce 
Development Coordinator (WDC). 
The City shall compensate the County a not to exceed amount of $51,449 for service 
delivery.

Community College District on behalf of Rio Salado College collectively referred to as 
(“Contractor”) and Maricopa County administered by its Human Services Department, 
(“County”).
The purpose of the Agreement is for the Contractor to provide training to childcare providers 
who require educational qualifications as a part of their contract with the Maricopa County 
for the Head Start Zero-Five Program. The goal of the activities is to improve the quality of 
childcare by providing training to childcare providers. Contractor shall work to determine if 
individual staff members meet the Infant/Toddler (I/T) Child Development Associate 
education requirements as determined by the Council for Professional Recognition.
The County shall reimburse the Contractor for training an amount not to exceed $30,000 per 
fiscal year. The term of Agreement shall begin on July 1, 2021 through June 30, 2023. This 
Agreement may be extended by a written amendment approved and signed by both Parties.
The Maricopa County Head Start program is administered by the Human Services 
Department Early Education Division. This Agreement is funded by grants from U.S. 
Department of Health and Human Services (DHHS)/Administration for Children and Families 
(ACF), Office of Head Start (OHS) (C-22-20-003-G/09HP000200). There is no long-term 
commitment on the part of the County to continue this Agreement beyond the term of the 
Agreement. The Agreement is subject to the availability of funds.

This IGA is for the use of 5,350 square feet of  space for the operation of a Head Start 
Program and other Human Services Divisions to provide assistance to the Head Start

dollars per year plus tax. 
Upon ninety days written notice of intent to renew, County will have three (3) additional

COVERDELL FORENSIC SCIENCE IMPROVEMENT GRANTS PROGRAM
Approve the application and acceptance of grant funds from Paul Coverdell Forensic Science 
Improvement Grants Program, in the not-to-exceed amount of $7,446 for the purpose of 
court qualified and proficiency tested personnel travel and training. The grant award begins 
on 1/1/2022 and ends on 9/30/2023. Authorize the department Administrative Director to 
sign all documents related to the application submittal for these grant funds to include all 
Coverdell Statutory Certifications and Compliance with Equal Employment Opportunity Plan 
(EEOP) requirements certification form. Authorize the Chairman to sign all award documents 
for these grant funds, as applicable. The grant allows a 0% rate for indirect costs, or $0 which 
may be incurred by the Office of Medical Examiner or Maricopa County for the administration 
of this grant. The Maricopa County Department of Finance has calculated the Office of 
Medical Examiner's composite indirect cost rate at 20.93%, or $1,558. The recoverable 
indirect cost of administering this grant is $0; the non-recoverable indirect cost is $1,558.
The grant award is reoccurring and has been awarded to the department in previous years. 
The cash or in-kind match is not applicable. Indirect cost is $1,558. Future ongoing cash 
contributions are not required after the grant period. The grant award is not a mandated 
function but provides a benefit to the citizens by training and educating our Medical 
Examiners. The grant award is non-competitive. There are no costs that will need to be 
absorbed by the department’s operating budget.
Upon receipt of funds and pursuant to ARS §42-17106(B), approve revenue and expenditure 
appropriation adjustments to the Office of the Medical Examiner (D290) Medical Examiner 
Grant Fund (224) Operating (OPER) associated with the grant in the not-to-exceed amount 
of $2,000 for FY2022. Grant revenues are not local revenues for the purpose of the 
constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited 
by the budget law. This budget adjustment does not alter the budget constraining the

Approve and execute the Use Management Agreement (“Agreement”) between Maricopa 
County and Arizona Model Pilots Society (“Concessionaire”) for the promotion, 
management, operation and maintenance of the existing remote control model airplane 
facility at Adobe Dam Regional Park (“Adobe”). All costs will be at the expense of 
Concessionaire.  
The Flood Control District of Maricopa County (“District”) and Maricopa County entered into 
a Joint Use Agreement for recreation management of certain District lands at Adobe. All 
underlying property interests will remain with Maricopa County and the District in accordance 
with the Agreement.
Under the Agreement, Concessionaire may provide improvement and additional recreational

Approve an amendment to the Intergovernmental Agreement (IGA), cost reimbursement 
contract (No. IGA2020-042) between Arizona Department of Health Services (ADHS), 
Maternal Child Health (MCH) Healthy Arizona Families and Maricopa County by and through

Special Health Care needs. The Cost-Reimbursement price sheet is effective July 1, 2021 
through June 30, 2022 in the total not-to-exceed amount of $433,961.00. The term of the 
Agreement is July 1, 2020 through June 30, 2025. The term of the contract shall not exceed 
five years. 
MCDPH’s Indirect Rate for FY21 is 18.8%. The indirect costs are estimated at $68,674 which 
are fully recoverable. Departmental indirect rates are reestablished at the beginning of each 
fiscal year and the future indirect rates will be collected at the corresponding rates.
The grant award reoccurrence is unknown, there is no cash or in-kind match required. The 
grant award is non-competitive and on-going contributions are not required. Though not 
mandated, services are a benefit to citizens of Maricopa County by providing an evidence-
based public health approach to improve the health and wellness of Arizona residents. 
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This 
Agreement does not alter the budget constraining expenditures of local revenues duly 
adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be 
adjusted as necessary to accommodate this grant through a future reconciliation.  Funding 
for this Agreement is provided by a Grant from ADHS and will not affect the County’s general 
fund. 
The ADHS conducts a five (5) year statewide needs assessment to examine key health 
indicators and provide a comprehensive overview of the health of Arizonans. ADHS 
published the 2019 Arizona State Health Assessment which utilizes an evidence-based 
public health approach to improve the health and wellness of Arizona residents. This 
assessment informs other federally funded programs within ADHS that also require 
statewide needs assessments. One (1) of those programs is the Title V Maternal and Child 
Health (MCH) Block Grant located within the Bureau of Women’s and Children’s Health 
(BWCH). The mission of the BWCH is to “strengthen the family and community by promoting 
and improving the health status of women, infants, and children.” The BWCH administers 
the federal Title V MCH Block Grant. This IGA is intended to provide flexibility to the Maricopa 
County Health Department to meet the needs of local communities through high impact 
strategies that align with the 2020-2025 MCH health priorities, the identified national

Valley Unified School District (DVUSD) (“Licensor”) and Maricopa County (“County” or 
“Licensee”) for the use of licensed space at DVUSD’s Constitution Elementary School 
located at 18440 North 15th Avenue, Phoenix; and authorize the Assistant County Manager

This Amendment will provide for an expansion to the Premises including alterations at a

Approve additional funds for the ADHS Contract for Community Nursing Services # 
CTR046941 awarded by the Arizona Department of Health Services (ADHS) High Risk 
Perinatal Program (HRPP). The funding for this program is based on client visits/enrollments 
and is in the additional amount of $34,700 for a cumulative total of estimated, not-to-exceed 
amount of $624,700 for the budget period ending July 31, 2021. The contract term is from 
August 1, 2019 through July 31, 2022.
The HRPP NICP grant award is reoccurring and has been awarded to the department since 
1988. This grant does not require an in-kind match, indirect cost is fully recoverable and 
ongoing cash contributions are not required. The grant award is not a mandated function but 
provides a benefit to the citizens by providing developmental follow-up through home-based 
services for families whose children received intensive or special care immediately after birth 
and for children with identified special health care needs. The grant award is competitive.  All 
program costs are allocated to the grant so there will be no additional burden on the 
department’s operating budget.

Pursuant to A.R.S. §42-17106(B), approve appropriation adjustments resulting in a net 
increase to revenue and expenditures of $1,105,252 in FY 2021 and $13,263,027 in FY 2022 
to Public Health (D860) Public Health Grants Fund (532) Non-Recurring (NRNP) budget.  
The appropriation adjustments are related to the CDC funding as described below.
Approve a Notice of Award (NOA) 1 NH75OT000011-01-00 from Department of Health and 
Human Services (DHHS), Centers for Disease Control (CDC), for the COVID-19 Health 
Improvement Plan for Maricopa County: a ‘National Initiative to Address COVID-19 Health 
Disparities Among Populations at High-Risk and Underserved, Including Racial and Ethnic 
Minority Populations and Rural Communities’.   The NOA is in the amount of $26,526,053 
for the 2-year project period June 1, 2021 through May 31, 2023. 
This Grant deviates from County Policy A2505 and does not allow for full indirect cost 
reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the 
NOA. MCDPH indirect rate for FY21 is 18.8%.  The full indirect costs are for the 2-year term 
are estimated at $4,533,543 of which $2,411,459 is recoverable and $2,122,084 is 
unrecoverable. Program costs not covered by the grant will be subsidized by the MCDPH 
indirect cost pool. Departmental indirect rates are re-established at the beginning of each 
fiscal year and the future indirect rates will be collected at the corresponding rates.
This is a new award and it is uncertain whether it will reoccur after the initial 2-year period. 
The grant does not require an in-kind match, indirect cost is fully recoverable and ongoing 
cash contributions are not required. COVID-19 services are not mandated but provide a 
benefit to the citizens by addressing health disparities in our urban, suburban, and rural 
communities that have been exacerbated by COVID-19. The pandemic has had a 
disproportionate impact on vulnerable populations such as communities of color, low socio-
economic status (SES), immunocompromised, elderly, and those regionally isolated. This 
award is a formula grant and though a successful application was required, recipients were 
pre-determined.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This

benefit areas in the County and the City where the other Party could complete specific types 
of routine maintenance or emergency highway project activities based on scheduled work 
within the area. Individual tasks performed by either Party will be executed upon completing 
a Letter of Agreement (LOA) approved and signed by the County Department of 
Transportation Director and the City Manager, or their designees. 
If the value of goods or services exchanged by the Parties is not of equal value, the total 
aggregate reimbursement to the respective Party will not exceed $250,000 per fiscal year. If 
no services are exchanged, there is no financial impact. An accounting mechanism will be 
utilized to track each LOA, as applicable, to identify specific tasks and services and ensure 
the exchange of these services is of similar value.

Chairman Sellers asked the Clerk if there were any public comments or emails to report. 
The Clerk said there were three comments regarding County employee pay; one

with the Board offices.

Supervisor Hickman thanked Dr. Mike Hilgers for his many contributions to the Arizona 
Diamondbacks Foundation Board of Directors over the past several years. He also 
thanked the Arizona Diamondbacks for their community involvement.
 
Supervisor Gates said congratulations to the Phoenix Suns for being in the Western 
Conference Finals which is a first for the ball club. He also said it was great to see the 
community come together with enthusiasm for the Suns.
Supervisor Chucri echoed Supervisor Gates’ comments. He thanked Ken Prescott and 
Rich Schweizer for the continued security escort out to Rio Verde as the community 
works together on the water issues. He said they are making progress. Supervisor 
Chucri said thank you to Lee Ann Bohn and Marcy Flanigan for their continued work in 
managing the pandemic in the county and he wished everyone a happy 4th of July.
Supervisor Gallardo said thanks to the Board for their support of the new Constable. 
He said he is confident Constable Burchfield will do a great job. Supervisor Gallardo 
spoke about Former Senator McGee and said it was great to see her at the meeting 
this morning for the invocation and pledge. He said her service in the Senate and her 
willingness to do what is right for the citizens of Arizona has been appreciated. 
Supervisor Gallardo wished everyone a Happy 4th of July and reminded everyone to 
stay safe. We are still in a pandemic.
Chairman Sellers said he appreciates that Former Senator McGee will continue her 
service with Maricopa County. He commented on the high fire danger and the July 4th 
celebrations and encourages everyone to be careful. He recently attended a 
presentation called Diversity, Equity and Inclusion put on by the Chandler Police 
Department. It focused on the importance of training officers to work together to diffuse 
volatile situations and to help fellow officers support each other. Chairman Sellers 
recently toured Urbix Resources in Mesa which is a state-of-the-art graphite purifying 
company and is currently the only one doing this in the United States. The graphite 
which is purified by Urbix, is an element used to produce lithium carbide batteries for 
use in electric vehicle batteries. This purification process is environmentally sound, and 
modular which allows the company to set up a production area in the vicinity of a battery 
production plant. Chairman Sellers said it was very impressive and was started by two 
men out of University of Arizona and now have a valuable business based in Mesa.
