and cultural activities for children in foster care in our state that are not funded in any other way.

The Arizona Friends of Foster Children Foundation was founded in 1984 to give children in foster care
and their caregivers a voice and a choice about activities that will improve their lives, and the confidence
that funding is available to pay for them.

We cannot change the circumstances that bring children into foster care, and we do not determine their
journey. What we can do, every day, is provide fun and educational activities that spark their dreams,
improve their self-esteem, and begin to pave the way toward their successful future. We appreciate

About the Grant Program Application:

The Salt River Pima-Maricopa Indian Community 12% Gaming Grant Program (“Program”) application
will serve to provide a comprehensive review of the programming requests for Arizona cities, towns,
counties, non-municipal public service organizations, and non-profit organizations selected to apply for
grant funding. It is not the intent of the Program to award grants that would benefit individuals, be used
as sponsorships, be used for religious activities, primarily fund the indirect or administrative costs of a
program/organization, or be used for the direct benefit of the Salt River Pima Maricopa Indian
Community.

Organization History:

The Arizona Friends of Foster Children Foundation (AFFCF) was founded in 1983 by Barbara Polk,
Marilyn Manson, David Byers and Ken Reeves, who were members and staff of the state Foster Care
Review Board. From their experience with the Foster Care Review Board, they were acutely aware that
while the state provided children in foster care and their caregivers with funds for necessities — food,
clothing and basic medical needs — the state was unable to provide additional funding for typical
childhood social, athletic and educational activities. Recognizing the importance of providing children in
foster care with as normal a childhood as possible, AFFCF was created to bridge this funding gap and
provide the experiences that give children in foster care a “childhood”! AFFCF received 501(c)(3) status
from the IRS in 1984 and in December, 1984, made their first award to provide music lessons for a foster
child.

Over the past 37 years, AFFCF has funded more than 66,947 awards totaling $13,703 for children in
foster care, statewide. These awards have provided bicycles, music lessons, sports equipment, summer
camps, tutoring, scholarships, and much more. Since its founding, AFFCF has never declined a request
from a child in foster care or caregiver that fits within our guidelines. We are the only nonprofit
organization in Arizona that provides this service, statewide, to children in foster care.

In addition, in 2020 we provided 141 post secondary scholarships to 86 students attending univrsities,
community colleges and vocational schools. We also enrolled 225 young men and women ages 16-24 in
our Keys to Success program who are, or will be, transitioning from foster care.

Project Name: Fostering Success for Children in Foster

Provide a brief description of the project being submitted to the 12% SRPMIC Grant program. In the
description provide a summary of the relevant experience, administrative activity, and program
development related to the grant request.

AFFCF believes, and research confirms, that “if any children can benefit from extracurricular and cultural
activities, it is children in foster care.” When children have the opportunity to participate in
extracurricular activities, they expand their world, learn new skills, and build social skills. In order to
enrich more lives of children in foster care in Arizona, AFFCF’s strategic goal for 2021 is to remain
responsive to the changing needs of children and their caregivers during the COVID pandemic, and fund
more than 8700 awards to serve more than 5,000 children. Many children receive more than one
award.

Any child currently in foster care in Arizona is eligible to apply for an award through AFFCF. First, the
award must fall under AFFCF’s funding guidelines. Eligible expenses include: athletic registration and
equipment, apartment set-up, bicycles, camps, citizenship/immigration, class pictures, clothing,
graduation expenses, instrument rental, lessons/classes, optical expenses, school field trips,
scooters/skates/skateboards, theme park admission, tutoring services and more. The application
process includes submitting an online application (https://www.affcf.org/awards/) and receiving a
response from the child’s DCS (Department of Child Safety) or Tribal caseworker (to confirm the child is
in foster care). If the application falls within AFFCF funding guidelines, a check is made payable to the
vendor and mailed to the caregiver. If the application falls outside of AFFCF guidelines it is sent to the
volunteer AFFCF awards committee for review, along with supporting documentation which provides
the cost of the request and the vendor information. The average time from when a request is submitted
and granted is 10 days. AFFCF cannot reimburse for any expense paid for prior to the committee’s
approval of the request.

AFFCEF collaborates with numerous organizations to create awareness about our service, answer
questions and provide information about how to apply including the Department of Child Safety (DCS)
caseworkers, Tribal caseworkers, licensing agencies, foster families, CASAs (Court Appointed Special
Advocates) and CASA Support Councils, Foster Care Review Board members, and others who are closely
involved in children’s lives and understand their needs.

Target Population: AFFCF serves children from infancy to age 21 who are wards of the court in foster
care in Arizona. This includes children in kinship placement with a relative, licensed foster homes,
congregate care (group homes and residential treatment), and Native American children who are tribal
wards. It also includes young adults ages 18 to 21 who have “aged out” of the foster care system and
have signed a voluntary agreement with DCS to remain in the foster care system. We serve all children
equally without regard to gender, ethnicity, income level, or other factors. The demographics of children
served mirrors those currently in the foster care system: 35% Caucasian, 35% Hispanic, 15% African
American, 8% Native American, 1% Asian/Pacific Islander, and 6% other or mixed ethnicity. All children
in “out-of-home care”, as determined by the state, are considered to have no family support or income
and are therefore included in the lowest economic group classification. In 2020 AFFCF served 4405
children in foster care by providing 7,911 awards totaling more than $1,222,000.

Program costs for AFFCF are 90%; indirect (admin/fundraising) expenses are 10%.

grants, and special event fundraising. We also participate in the Arizona State Foster Care Tax Credit. In
order to remain fiscally responsible, we expand and contract our award guidelines as necessary to
accommodate available funding. Since 1984, we have maintained consistent growth and have been a
careful steward of our community's resources, while providing an essential service to the foster children
of Arizona.
