Local Workforce Development Area Maricopa County 
 
This Infrastructure Funding Agreement (IFA) is effective from 7/01/2026to 6/30/2027 and includes required elements 
described in 20 CFR 678.755 (b) through (f), specifically: 
 
● Identification of an infrastructure and shared services budget that will be periodically reconciled against actual costs 
incurred and adjusted accordingly to ensure that it reflects a cost allocation methodology that demonstrates how 
infrastructure costs are charged to each partner in proportion to its use of the one-stop center and relative benefit 
received, and that complies with 2 CFR part 200 (or any corresponding similar regulation or ruling). 
● Identification of all one-stop partners, chief elected officials, and local workforce development board 
(LWDB) participating in the infrastructure funding arrangement. 
● Steps the LWDB, chief elected officials, and one-stop partners used to reach consensus or an assurance that 
the local area followed the guidance for the State funding process. 
● Description of the process to be used among partners to resolve issues during the MOU duration period when 
consensus cannot be reached. 
● Description of the periodic modification and review process to ensure equitable benefit among one-stop partners. See 
MOU Section 5.1 and 12.6. 
 
This IFA is developed in accordance with 20 CFR 678.700, which describes one-stop infrastructure costs, and 20 CFR 
678.760, which describes other shared costs. 
 
Steps to Reach Consensus and Resolve Issues 
 
In accordance with 20 CFR 678.755(d), the LWDB, chief elected officials, and one-stop partners took the steps described 
below to reach a consensus on infrastructure funding. Steps described should include meeting dates, brief summary of 
meeting, those who attended, etc.

Maricopa County Workforce Development (MCWDB) staff will conduct a partner meeting in March-May 2026 if requested by the 
partners after revisions are reviewed and engage the CEO Liaison for feedback. Partners will have an opportunity to review all 
documents and provide any revisions/feedback prior to signing. 
The Infrastructure Funding Agreement (IFA) will also be reviewed and voted upon by the MCWDB and the Maricopa County Board 
of Supervisors (CEO) when the agreement is finalized.

In instances when consensus cannot be reached, the Parties agree to resolve issues through a process described below 
(20 CFR 678.755[e]). 
 
 
The Parties assure that if they do not reach consensus agreement on methods of sufficiently funding the costs of 
infrastructure of one-stop centers for a program year, the State funding mechanism is applicable to the local area for that 
program year (20 CFR 678.730[a]). In the State funding mechanism, the Governor, subject to the limitations in 20 CFR 
678.730(c), determines one-stop partner contributions after consultation with the chief elected officials, LWDB, and the 
State WDB.
