PSB Supplemental Pay Program This voluntary program is designed to meet the requirements of the Melendres order and address the backlog of internal affairs cases within the Professional Standards Bureau (PSB), as well as current cases at risk of being added to the backlog. The purpose of this program is to assist the work of PSB by quickly increasing PSB’s investigative capacity without significantly disrupting the day-to-day operations of the regular PSB staff. The pay structure is designed as an incentive to compensate participants for additional work performed outside of their normal duties. The program includes a strong performance measure (the 60-day timeline) to ensure that cases are closed quickly, helping to reduce the overall backlog in a timely manner. 32 seasoned FLSA exempt lieutenants/captains, with documented experience in investigations, have volunteered and have been selected to participate in the program. As a major project, the Office will compensate these individuals for investigating PSB cases as set forth below. This pay is in addition to the normal salary received by each FLSA exempt lieutenant or captain: Pay rate: $50 per hour Maximum hours per week: 10 hours The hourly pay rate shall not impact or affect the regular salary paid to the FLSA exempt particiants in this Supplemental Pay Program. Key features of the program: Eligibility: The program is open to sworn and detention staff at the lieutenant level and above who volunteer to participate, and are selected for participation at the sole discretion of MCSO command. Investigation Assignments: Eligible selected personnel will be assigned one investigation at a time Timeline: Each investigation has a strict 60-day deadline for completion, with mandatory check-ins every 30 days. Once an investigation is completed, another case will be assigned, as available. Supplemental pay duration: The program is scheduled to last for six months, with an option to extend an additional six months if necessary, or until such time cases are reduced and PSB can proceed without additional support. MCSO command reserves sole discretion to terminate this supplemental pay program at any time. Performance Monitoring: The PSB command will continuously monitor cases to ensure timely completion and adherence to standard procedures. Penalty for non-compliance: If an investigation is not completed within 60 days (and an extension is not approved), participation in this program may be revoked at the sole discretion of MCSO comand. Process: Participating employees must report their time weekly to the PSB, who then consolidates and sends the information to MCSO payroll at the end of each pay period. MCSO Payroll will finalize the file, totaling everyone’s time for the period, calculating pay and then submitting it to County to be paid out on the MCSO Supplemental check of each employee.
