SITE-SPECIFIC SUPPLEMENTAL AGREEMENT TO 
INTERGOVERNMENTAL AGREEMENT BETWEEN 
MARICOPA COUNTY 
AND 
ARIZONA DEPARTMENT OF ECONOMIC SECURITY 
 
Site: West Valley One-Stop Career Center 
 
Pursuant to the Intergovernmental Agreement (“Agreement”) between Maricopa County, a 
political subdivision of the State of Arizona (“County”) and Arizona Department of Economic 
Security (“ADES”) (collectively the “Parties”) entered into on _______________, 20__, the 
Parties enter into this Site-Specific Supplemental Agreement (“SSSA”). All provisions of the 
Agreement are hereby incorporated into this SSSA.  
 
RECITALS 
 
 
WHEREAS, County operates a One-Stop Career Center in the West Valley located at 4425 
W. Olive Avenue, Glendale, AZ 85302 (“Facility”); and  
 
 
WHEREAS, ADES is requesting use of the Facility and use of 882 square feet (“SF”) of 
work space as depicted on Exhibit A (“A”), attached hereto and made a part hereof (the 
“Premises”). ADES shall utilize the Premises to provide case management services to ADES 
clients (the “Permitted Use”). ADES shall have access to the Premises as defined on Exhibit “A” 
and to break rooms, restrooms, meeting rooms with pre-scheduled arrangements and other 
common areas (the “Common Areas”); and 
 
 
WHEREAS, ADES shall pay on a monthly basis, in arrears, the Facility Base Rent and the 
Shared Facility Operation Costs; and 
 
 
WHEREAS, the Parties desire to enter into this SSSA authorizing ADES to enter the 
Facility and use the Premises; 
 
 
NOW, THEREFORE, in consideration of the following mutual covenants and other good 
and valuable consideration, the sufficiency and adequacy of which is hereby acknowledged, the 
Parties agree as follows: 
 
1. 
Recitals. The Recitals by this reference are hereby incorporated into this SSSA. 
 
2. 
Facility Work Space and Common Space Areas. The West Valley One-Stop Career Center 
provide employment related services to jobseekers, youth and employers in Maricopa 
County. The West Valley One-Stop Career Center houses several partner agencies that 
assist in facilitating an integrated one-stop service delivery system for Maricopa County 
residents. 
 
2.1 
West Valley One-Stop Career Center has a total space of 26,290 SF.

2.2 
Work space area is 13,233 SF and common space area is 13,057 SF. 
2.3 
ADES total allocated space is 1,752 SF (6.67% of Facility total space). 
2.4 
ADES work space area is 882 SF and ADES common space area allocation is 870 
SF.

After execution by both Parties, the term of this SSSA shall be from July 1, 2026, through 
June 30, 2027. 
 
4. 
Amendments and Modifications. Any changes to this SSSA shall be in writing and signed 
by both Parties.  No agent, employee or other representative of either Party is empowered 
to alter any of the terms of this SSSA, unless amended in writing and signed by the 
authorized representative of the respective Parties.

Facility Space and Rent Costs. ADES shall pay Facility Base Rent as depicted in Exhibit 
B (“B”), attached hereto and made a part hereof, and ADES shall pay its Pro-Rata Share of 
Shared Facility Operation Costs. 
 
5.1 
Facilities Space and Rent Costs include the following items: 
 
5.1.1 Facility Base Rent 
 
5.1.1.1 Rent per square foot per year ($21.20) multiplied by the total 
Facility square footage use allocated to ADES (1,752 SF), which 
includes the Premises (882 SF) and the common space square 
footage allocated to ADES (870 SF). 
 
5.2 
Shared Facility Operation Costs 
 
5.2.1 Pest Control and Water Dispenser 
 
5.2.1.1 
Total Shared Facility Operation costs to be shared multiplied by 
Pro-Rata Share (6.67%). 
 
5.2.1.2 Subject to fluctuation on a monthly basis and may increase or 
decrease depending on use. 
 
5.3 
Commencing July 1, 2026, through June 30, 2027, ADES shall pay a monthly 
amount of $3,095.20 for Facility Base Rent and $60.00 annually for Shared Facility 
Operation Costs

7. 
Defined Terms. All initial capitalized terms used in this SSSA, not otherwise defined 
herein, shall have the meanings ascribed thereto in the Agreement. 
 
8. 
Effectiveness. Except as provided herein, all of the terms, covenants, and conditions of the 
Agreement shall be and remain in full force and effect. This SSSA may be executed in 
counterparts. 
 
9. 
Cancellation/Termination. The Parties agree that the term, cancellation and termination of 
this SSSA will be governed by the Agreement. The Agreement and this SSSA are subject 
to the provisions of A.R.S. §38-511. 
 
10. 
Entire Agreement. This SSSA, together with any exhibits attached hereto and any 
agreements executed contemporaneously herewith, including, but not limited to, the 
Agreement, constitute the entire agreement between the Parties and sets forth all of the 
covenants, promises, agreements, conditions and understandings between County and 
ADES, and there are no covenants, promises, agreements, conditions or understandings, 
either oral or written, between County and ADES other than as set forth herein. 
 
11. 
Administration of SSSA and Modification of Premises. The Assistant County Manager for 
Maricopa County, Real Estate Director for Maricopa County and/or Assistant Director of 
Workforce Development for Maricopa County shall administer this SSSA, including 
approval of ADES moving to a different Premises within the Facility and including 
agreeing to an amendment to reflect such a move if such a move has a financial impact 
greater than 15% on the Facility Base Rent or on the Shared Facility Operation Costs.
