1. The State through its department of transportation, or other recipient, has complied, or hereby agrees to comply, with the applicable terms and conditions
set forth in (a) Title 23, U.S. Code, highways;
(b) The regulations issued pursuant thereto, and the policies and procedures promulgated by the
Federal Highway Administration; and
(c) All other applicable federal laws and regulations.2. The State, or other recipient, stipulates that as a
condition to payment of the Federal funds obligated, it accepts and will comply with the provisions set forth in 23 CFR 630.112. These provisions
incorporate by reference all other federal laws and regulations pertaining to the project or the activity for which the funds are obligated. Solely for the
purposes of emphasis, such applicable provisions include, but are not limited to, the requirements of Appendix A to 2 CFR Part 170—Award terms for
Reporting subaward and executive compensation information, and 2 CFR 200, including for those funds for which such amount will be subawarded to a
subrecipient, 2 CFR 200.331.3. Relative to the above designated project, the FHWA has authorized certain work to proceed as evidenced by the date entered
opposite the specific item of work. For such authorized work, the federal funds obligated or advance-construction authorized, are not to exceed the amount
shown herein. The balance of the estimated total project cost is an obligation of the State or other direct recipient.4. Such authorization of Federal funds
extends only to project costs incurred by the State, or other recipient, following Federal Highway Administration’s authorization to proceed with the project.

Procuring CCTV cameras, detection systems, field switches, and signal controllers to support real-time operations and
integrated corridor management at signalized intersections. The equipment will be provided to partner agencies, who
will be responsible for installation. The upgraded signals will be integrated into the AZTech ATSPM system which will be
upgraded to provide off-line analytics. The project also includes connected vehicle data integration, system support,
and training for ARIS and ATSPM ti ensure effective use and performance monitoring.

Request for Obligation Authority of $1,946,470
Dear Ms. Cherry:
On behalf of the Maricopa County Department of Transportation (MCDOT), I am
respectfully requesting obligation authority in the amount of $1,946,470 in Congestion
Mitigation and Air Quality (CMAQ) funding for the project referenced.
The total estimated construction cost of the project at this time per the Engineer’s Sealed
Construction Estimate is $2,064,125. Please see additional Information (on the next page)
for further details.
This MCDOT project will support the implementation of the Loop 101 Mobility Concept and
Integrated Corridor Management (ICM) corridors applications required during freeway incidents
with installation taking place in Maricopa County. The project will include support for ITS
infrastructure through the procurement of ITS equipment for partner agencies and will also
enhance various features within ARIS to improve traffic management with a focus on ICM support.
Enclosed is a highlighted excerpt of the MAG TIP amendment, which reflects this project’s still-
current programmed construction funds.

Environmental:
Approval was granted by the Arizona Department of Transportation (ADOT)
on February 04, 2026. A copy of the clearance will be submitted separately
and in the enclosed Bid Package.
Utilities:
The County issued a comprehensive utility clearance on February 10, 2026.

response letters can be provided upon request. There are no railroad

This project has been re-evaluated pursuant to 23 CFR 771.129 due to a change in the project scope, location, or
termini or because of the need to evaluate new impacts not previously considered, or because significant time has

Location and Limits:
This project will support the implementation of the Loop 101 Mobility Concept and Integrated Corridor Management (ICM)
corridors applications required during freeway incidents, with installation taking place in Maricopa County.
Purpose and Description (scope of work):
The purpose of this project is to support the implementation of the Loop 101 Mobility Concept and Integrated Corridor
Management (ICM) corridors applications required during freeway incidents. The equipment will be provided to partner
agencies, who will be responsible for installation. The upgraded signals will be integrated into the AZTech ATSPM system
which will be upgraded to provide offline analytics.
The scope of work includes:

Procure CCTV cameras, detection systems, field switches, and signal controllers to support real-time operations and
ICM at signalized intersections,
•
Expand ARIS to include a real-time analytics module to validate RADS data and identify data issues in real-time.
•
Develop system support, and training for ARIS and ATSPM to ensure effective use and performance monitoring,
No construction will occur; no right-of-way will be required, and no ground disturbance is anticipated.

complies with NEPA requirements relating to connected actions and segmentation [23 CFR 771.111(f)]. The State
has been assigned, and hereby certifies that it has carried out, the responsibility to make this determination
pursuant to 23 U.S.C. 326 and a Memorandum of Understanding dated December 20, 2023, executed between
FHWA and the State.
The State has determined that this project has no significant impact(s) on the environment and that there are no
unusual circumstances as described in 23 CFR 771.117(b). As such, the project is categorically excluded from the

The undersigned agencies respectfully request approval from the Arizona Department of Transportation
(ADOT) to procure specific brands and models of traffic management equipment for the L101 Readiness
Projects. This request seeks approval for agency-specific equipment necessary to maintain compatibility
with existing traffic management infrastructure, software platforms, and operational standards across
participating jurisdictions.
The requested procurement includes traffic signal controllers, Ethernet switches, CCTV cameras, detection
systems, and advanced detection devices. Due to the integrated and operationally critical nature of these
systems, equivalent substitutions are not feasible without introducing substantial risk, cost, and
operational disruption.

Justification: Tempe has standardized on AXIS CCTV equipment throughout its traffic network. The
