AMENDMENT NO. 5 
TO THE 
AGREEMENT 
BETWEEN 
MARICOPA COUNTY 
AND 
ROBIN SCHAEFFER CONSULTING, LLC 
 
I. 
Maricopa County (“County”) and Robin Schaeffer Consulting, LLC (“Contractor”) fully 
executed a financial Agreement (“Agreement”) on or about December 14, 2021. The 
Agreement term began November 15, 2021, through December 31, 2022. The purpose of 
the Agreement is to create and implement a Nurse Workforce Practice Readiness 
Program (“Program”) for senior nursing students. The Contractor and the County are 
collectively referred to as the “Parties” and individually as the “Party.” 
 
The Parties fully executed Amendment No. 1 on or about June 8, 2022. The purpose of 
the Amendment is to increase the number of enrolled nursing students into the Program 
to 55, and to replace Exhibit B which clarified the Agreement funding amounts for the 
Contractor and anticipated amounts for Program activities.  
 
The Parties fully executed Amendment No. 2 on or about December 7, 2022. The purpose 
of the Amendment is to identify the number of student nurses that will be enrolled in the 
Nurse Workforce Practice Readiness Program through 2026. The Amendment added 
required contract language, addresses Contractor requirements and reporting. The term 
of the Agreement is extended through December 31, 2026. The County increased the 
Agreement funding to a not-to-exceed amount of $1,375,151 for the extension period. 
 
The Parties fully executed Amendment No. 3 on or about August 15, 2023. The purpose 
of the Amendment is to reduce the Agreement funding by $247,500 from $1,375,151 to 
$1,127,651. The Agreement funding was reduced to remove funds identified for 
Preceptors stipends. The Amendment also replaced Exhibit C (Program Activities and 
Anticipated Costs).  
 
The Parties fully executed Amendment No. 4 on or about February 14, 2024. The purpose 
of the Amendment is to address Contractor’s responsibilities, identify the number of 
Employers and Schools to participate in the Program, as well as the number of Student 
Nurses anticipated to be enrolled in the Program. The Amendment also addressed 
reporting requirements and added required Agreement clauses.   
 
II. 
The Parties now agree to amend the Agreement by this Amendment No. 5 as follows: 
 
A. 
Revise the Agreement term from December 31, 2026, to a new termination date 
of December 31, 2024. 
 
B. 
Revise the funding for the Agreement to a new total of $808,975, a reduction of 
$318,676. 
 
C. 
Revise Section 3.0 (Contractor Responsibilities) by removing the following 
subsections in their entirety and replacing with the following:

3.2 
The Contractor shall work with two Maricopa County-based Employers of 
registered nurses and five Maricopa County-based Schools of nursing to 
participate in the Program to expand the number of trained Student nurses 
that will be employment ready.  
 
3.3 
The Contractor shall work with Employers to identify and enroll 200 
Preceptors that will work one-on-one with student nurses through their 
hands-on training experience. The Contractor shall collect information from 
the Employer on Preceptors’ participation and activities in the Program. 
 
3.4 
The Contractor shall work with Schools to identify and enroll 200 nursing 
students to participate in the Program for the Summer and Fall school 
semesters. The Contractor shall collect information from the School on 
Students’ participation and activities in the Program. 
 
3.7 
Reporting  
3.7.5 The Contractor shall submit a final Program activities report 
outlining a culmination of the number of students enrolled in the 
program and successful completion. Final report shall be submitted 
not later than January 31, 2025. 
 
III. 
Under A.R.S. §38-511, the County may cancel this Agreement without penalty of further 
obligation within three years after execution of this Agreement if any person significantly 
involved in initiating, negotiating, securing, drafting, or creating this Agreement on behalf 
of the County is, at any time while this Agreement or any extension is in effect, an 
employee or agent of any other party to the Agreement in any capacity or consultant to 
any other party of this Agreement with respect to the subject matter of this Agreement.  
 
IV. 
The above contains all the changes to the Agreement made by this Amendment No. 5. All 
other terms and conditions of the Agreement and previously approved amendments shall 
remain unchanged and in full force and effect as executed by the Parties. 
 
V. 
The undersigned is authorized to execute this Amendment No. 5, and it shall be effective 
upon approval and signature by both Parties.
