Dear Mr. McDowell: 
I am writing to express my opposition to PAB0229 only in so far if it would 
allow the masonry fence that had started to be constructed to remain where 
it is currently located.  The fence had started construction right up against 
the existing road pavement and access that has existed for as long as I have 
owned my property in the area, over 20 years.  The location of a block fence 
directly adjacent to the existing pavement encumbers vehicular traffic on 
Milton, especially for delivery vehicles, trash trucks, recreational vehicles, 
trailers, etc. 
It is also unclear from the PAB application that requests abandonment of the 
north 13 feet of the 33 foot Patent Easement, where that would allow a 
fence to be constructed in relation to the existing pavement.   
There are also power poles along the north side of Milton.  The masonry 
fence that had begun construction was located south of the power poles 
which would place the powerlines within the fenced yard.  The PAB is unclear 
as to the location of the power poles and lines that service the properties to 
the east in relation to the proposed north Patent Easement boundary.  I have 
been unable to find if a utility easement exists for these power lines.  If the 
power lines were ever able to be buried, as they are further east on Milton, 
the location of a fence should not be allowed to restrict this.  I would hope 
Arizona Public Service was notified and would object. 
As stated above, this letter is to express my opposition to PAB0229 in so far 
as it would allow the masonry fence that had begun construction to remain 
and be completed where it is currently located, immediately adjacent to the 
pavement on Milton Dr.  I have no objection if PAB0229 would only allow the 
fence to be constructed where an original metal wire fence with railroad tie 
posts currently stands, approx. 4-6 feet north of the Milton Dr pavement.

pavement, start of masonry fence construction, and the existing power
