BOARD OF SUPERVISORS
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in an Informal Session at 
9:30 AM on Monday, February 26, 2024, in the Supervisors’/Sullivan Conference Room, 301 W 
Jefferson, 10th Floor Phoenix, AZ 85003, with the following members present:  Jack Sellers, Chairman, 
District 1; Thomas Galvin, Vice Chairman, District 2; Bill Gates, Supervisor, District 3; Clint Hickman, 
Supervisor, District 4. Absent:  Steve Gallardo, Supervisor, District 5. Also present: Juanita Garza, 
Clerk; Mia Vargas, Minutes Coordinator; Valerie Beckett, Deputy County Manager; Andrea Cummings, 
Legal Counsel.

EXECUTIVE SESSION
Vote to convene in Executive Session to consider the items on the Executive Agenda dated 
Monday, February 26, 2024, for Board of Supervisors and relevant Special Districts pursuant 
to the statutory authority listed for each item.
Motion to approve by Supervisor Clint Hickman, seconded by Supervisor Thomas Galvin
Ayes: Jack Sellers, Thomas Galvin, Bill Gates, Clint Hickman
Absent: Steve Gallardo
~ Supervisor Gallardo entered the meeting after the vote to go into Executive Session ~
EXECUTIVE SESSION ADJOURNED 
After discussion in Executive Session, Chairman Sellers adjourned the meeting and reconvened in 
Informal Session.
OPEN SESSION RECONVENED 
Chairman Sellers reconvened the Board in the Board of Supervisors’ Conference Room.

APPOINTMENT FOR LEGISLATIVE STATE REPRESENTATIVE DISTRICT 22
Pursuant to A.R.S. § 41-1202, receive the names of the three qualified electors as candidates 
to fill the vacancy for the Legislative District 22 State Representative seat as submitted by the 
Legislative District 22 Citizens Panel and appoint one of the candidates from the list to fill the 
vacancy created by the resignation of State Representative Leezah Sun.
The three candidate names submitted by the Citizens Panel are:
Steven Chapman
Dr. Elda Luna-Nájera
Martin Quezada (C-06-24-592-X-00)
Chairman Sellers opened the meeting and read item 2, Appointment for Legislative State 
Representative District 22. 
Supervisor Gallardo thanked the Board for their support in this process. He thanked the Clerk’s 
office and legal counsel for their assistance with the Citizens Panel meeting. Supervisor 
Gallardo talked about the requirement of having a diverse group of five citizens for the panel. 
The panel’s task was to interview the applicants for the Legislative State Representative District 
22 seat and select three names to forward to the Board of Supervisors. He thanked Lorenzo 
Sierra, Chairman, and all the Citizens Panel for their time. Supervisor Gallardo spoke briefly 
about the appointment process and the misinformation that had been communicated in the 
days leading up to this action. He said the Board took responsibility and followed State law. 
Supervisor Gallardo gave an overview of the three candidates that were selected.  
Motion to approve the appointment of Dr. Elda Luna-Nájera to fill the Legislative District 22 
State Representative seat by Supervisor Gallardo, seconded by Supervisor Hickman. 
Supervisor Hickman thanked the Board for moving quickly with the process. He said he 
appreciated the opportunity to speak with the candidates and the Chairman for the Citizens 
Panel. Supervisor Hickman talked about the importance of being prudent and diligent with the 
appointment process and was confident that Dr. Elda Luna-Nájera would do a great job.
 
Supervisor Galvin thanked Supervisor Gallardo and Supervisor Hickman for working on the 
appointment process. He said the Board follows the law, honors the law, and the voters. 
Supervisor Galvin thanked the County staff and the Citizens Panel for their diligent work on 
this process.  He wished Dr. Elda Luna-Nájera luck in her new position.

There being no further business to come before the Board, the meeting was adjourned.
