CITY COUNCIL REPORT SUBJECT: First Amendment to the Intergovernmental Agreement with Maricopa County for the Hand-in-Hand Program MEETING DATE: May 26, 2026 TO: Mayor and Council FROM: George Good , Chief of Social Impact REVIEWED: Reyes Medrano, Jr., City Manager PURPOSE: The Human Services Department is requesting approval of the First Amendment to the Intergovernmental Agreement (“IGA”) between the City of Tolleson and Maricopa County, administered by its Human Services Department, for the Hand-in-Hand Program to continue homelessness outreach and support services in the West Valley region through June 30, 2027. BACKGROUND: On September 23, 2025, the Mayor and Council approved Resolution No. 2621 authorizing the City to enter into an IGA with Maricopa County for participation in the Hand-in-Hand Program. The program was established to provide coordinated outreach, case management, housing-focused assistance, and supportive services to individuals experiencing homelessness, particularly in wash and canal areas throughout the West Valley. The original Agreement term was effective July 1, 2025, through June 30, 2026, and included a City contribution of $5,000 for Fiscal Year 2026. DISCUSSION: The proposed First Amendment extends the Agreement term through June 30, 2027, and provides continued funding in the amount of $5,000 for Fiscal Year 2027. The Hand-in-Hand Program allows participating jurisdictions to collaborate with Maricopa County and regional partners to provide outreach services seven days per week to individuals experiencing homelessness in areas that may otherwise be difficult to access. Services provided through the program include outreach and engagement, case management, transportation assistance, referrals to shelter and housing resources, and coordination with local service providers. The First Amendment also updates administrative provisions within the Agreement, including County contact information and insurance requirements. Participation in the program supports the City’s ongoing efforts to address homelessness through regional collaboration and coordinated service delivery. BUDGET IMPACT: The City’s contribution for Fiscal Year 2027 is $5,000 and is included in the Human Services Department budget. RECOMMENDATION: Staff recommends approval of the First Amendment to the Intergovernmental Agreement between the City of Tolleson and Maricopa County for the Hand-in-Hand Program and adoption of Resolution No. 2644.
