BACKGROUND: The Arizona Water and Wastewater Agency Response Network (AZWARN) is a statewide mutual aid network established to support emergency preparedness and response among water and wastewater utilities. The network provides a framework for participating agencies to share personnel, equipment, services, and supplies during natural or man-made emergencies affecting utility operations. AZWARN operates as a voluntary, member-driven network that promotes coordination and cooperation among utilities to enhance emergency response capabilities and maintain continuity of essential services. DISCUSSION: Approval of Resolution No. 2642 will authorize the City of Tolleson to enter into the AZWARN Mutual Aid Agreement. Participation in AZWARN allows the Utilities Department to both request and provide assistance during emergency situations, strengthening the City’s ability to respond to disruptions in water and wastewater services. The agreement establishes standardized procedures for requesting assistance, coordinating response efforts, and reimbursing participating agencies for costs incurred during emergency response activities. Participation in AZWARN provides several benefits, including rapid access to specialized personnel and equipment, improved operational resilience, and enhanced protection of public health and safety. BUDGET IMPACT: There is no direct budget impact associated with entering into the AZWARN Mutual Aid Agreement.
