Adoption of Resolution No. 2637 Approving Second Amendment to Intergovernmental 
Agreement with Tolleson Elementary School District No. 17 for Preschool Program and 
Use of Facilities

PURPOSE: 
City Council will consider the adoption of Resolution No. 2637 approving the Second Amendment to the 
Intergovernmental Agreement between the City of Tolleson and Tolleson Elementary School District No. 17 for 
the funding and operation of the District’s preschool program and the City’s use of the District’s facilities for 
after-school programs, youth sports, and special events. 
 
BACKGROUND: 
On September 9, 2025, the City Council approved an Intergovernmental Agreement with Tolleson Elementary 
School District No. 17 for the funding and operation of the District’s preschool program and the City’s use of 
District facilities for after-school programs, youth sports, and special events, pursuant to Resolution No. 2617. 
The Agreement included a City contribution of $400,000 to support the preschool program and provided access 
to District facilities for City programming. 
 
On November 12, 2025, the City Council approved the First Amendment to the Agreement, pursuant to 
Resolution No. 2625, to allow for the use of preschool program funds to provide specialized instruction and 
accommodations for students with disabilities. 
 
DISCUSSION: 
The proposed Second Amendment, approved through Resolution No. 2637, renews the Intergovernmental 
Agreement for an additional two-year term through June 30, 2028. 
 
The Amendment continues the partnership between the City and the Tolleson Elementary School District to 
support early childhood education through the preschool program and to provide community access to District 
facilities for after-school programs, youth sports, and special events. All other terms and conditions of the 
Agreement, as previously amended, remain unchanged. 
 
BUDGET IMPACT: 
Funding for the preschool program and related program costs are included in the City’s budget. Continued 
funding obligations will be accounted for through the City’s annual budgeting process. 
 
RECOMMENDATION:

Staff recommends the City Council adopt Resolution No. 2637 approving the Second Amendment to the 
Intergovernmental Agreement with Tolleson Elementary School District No. 17.
