BACKGROUND: The City of Tolleson maintains an official holiday schedule within Section 610.13 (Holiday Leave) of the Employee Handbook, which identifies recognized holidays and their designations. At a previous Council meeting, direction was provided to transition the current “Cesar Chavez Recognition” holiday to a broader designation that reflects the collective contributions of farmworkers to the community, and to adjust the observance date. DISCUSSION: Based on Council consensus, staff is proposing to formally amend the holiday designation to “El Día del Campesino/a – Farmworkers Day” and revise the observance from March 31 to the last Monday of March. This change reflects the City’s commitment to honoring the agricultural workers who have played a vital role in shaping Tolleson’s history and community, while establishing a consistent weekday observance. Upon approval, Section 610.13 of the Employee Handbook will be updated to reflect the revised holiday name and observance. BUDGET IMPACT: There is no direct budget impact associated with this action. The amendment is administrative in nature. RECOMMENDATION: Staff recommends approval of the amendment to the City’s holiday schedule to rename the March holiday designation to “El Día del Campesino/a – Farmworkers Day” and revise its observance to the last Monday of March.
