RESOLUTION NO. 2635
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF TOLLESON,
ARIZONA, PURSUANT TO ARTICLE 9, SECTION 20, SUBSECTION 6 OF THE
ARIZONA CONSTITUTION, PROPOSING A PERMANENT ADJUSTMENT TO THE
1979-80 BASE EXPENDITURE LIMITATION OF THE CITY OF TOLLESON ON THE
NOVEMBER 3, 2026 GENERAL ELECTION BALLOT.
WHEREAS, Article 9, Section 20, Subsection 6 of the Arizona Constitution establishes for
each city and town an annual expenditure limitation based on expenditures in Fiscal Year 1979-
1980, subject to annual adjustments for population and inflation; and
WHEREAS, the Arizona Constitution permits a city or town to submit to its qualified
electors a question providing for a permanent adjustment to its base expenditure limitation; and
WHEREAS, the City Council of the City of Tolleson has determined that, due to significant
growth and increased service demands since 1979-1980, a permanent base adjustment is
necessary to ensure the City can continue to provide essential municipal services.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF
TOLLESON, ARIZONA, as follows:
Section 1. The recitals above are hereby incorporated as if fully set forth herein.
Section 2. In accordance with Article 9, Section 20, Subsection 6 of the Arizona
Constitution, the Mayor and Council hereby order that the following ballot language be submitted
to the qualified electors of the City of Tolleson at the General Election to be held on November 3,
2026:

PERMANENT BASE ADJUSTMENT – A PROPOSAL REFERRED TO THE PEOPLE BY THE COUNCIL OF
THE CITY OF TOLLESON RELATING TO A PERMANENT ADJUSTMENT TO THE CITY’S 1979-80 BASE
EXPENDITURE LIMITATION
OFFICIAL TITLE: A resolution proposing a permanent base adjustment to the 1979-80 state-
imposed base limitation for the City of Tolleson.
DESCRIPTIVE TITLE: Pursuant to the Arizona State Constitution, this proposal permanently
adjusts the City of Tolleson’s 1979-80 base expenditure limitation by $39,033,506 in fiscal year
2028, increasing the City’s base expenditure limitation to $40,000,000. This Permanent Base
Adjustment modifies the state-imposed expenditure limitation and does not change the property
tax or sales tax.

SHALL THE CITY OF TOLLESON, ARIZONA (THE “CITY”), PERMANENTLY ADJUST ITS 1979-80 BASE
EXPENDITURE LIMITATION BY $39,033,506 BEGINNING IN FISCAL YEAR 2028?
A “YES” vote shall have the effect of permanently adjusting the City of Tolleson’s 1979-80 base
expenditure limitation by $39,033,506 in fiscal year 2028, increasing the City’s base expenditure
limitation to $40,000,000, which will then continue to grow annually based on population and
inflation. This will allow the City to spend the revenues it receives as approved in the annual
budget to provide services such as public safety (Police and Fire), water and wastewater services,
street and infrastructure maintenance, parks and recreation, public works, and other city
services.
A “NO” vote shall have the effect of not allowing the City of Tolleson to adjust its base adjustment
limit, and the City of Tolleson will not be able to spend all the revenues it collects to provide
services such as public safety (Police and Fire), water and wastewater services, street and
infrastructure maintenance, parks and recreation, public works, and other city services.

Section 3. The appropriate officers of the City are hereby authorized and directed to take
all actions necessary to carry out the purpose of this Resolution and to submit the foregoing
question to the voters as required by law.
PASSED AND ADOPTED by the Mayor and Council of the City of Tolleson, Arizona, this
15th day of April, 2026.
