City of Tolleson Permanent Base Adjustment (PBA) – Proposition 416 
FREQUENTLY ASKED QUESTIONS 
 
1.  WHAT IS A PERMANENT BASE ADJUSTMENT? 
A Permanent Base Adjustment (PBA) is a voter-approved change to the City’s state-imposed 
expenditure limitation. Arizona law limits how much cities and towns may spend each year 
using a formula tied to 1979-1980 spending levels regardless of the revenue the City collects. 
A Permanent Base Adjustment increases that base amount so the City’s allowable spending 
more closely matches the annual budget and actual revenues to provide for today’s 
population and service needs. If approved, the new base continues to grow annually based 
on inflation and population growth. 
 
2.  WHY IS THE PERMANENT BASE ADJUSTMENT ON THE BALLOT? 
Arizona law requires voter approval to change the state-imposed expenditure limitation. The 
Tolleson City Council adopted Resolution No. 2635 proposing to submit the Permanent Base 
Adjustment to the voters. The Council determined that updating the City’s expenditure base 
will provide long-term stability for funding essential city services. 
 
3.  WHAT EXACTLY ARE VOTERS BEING ASKED TO APPROVE? 
Voters will be asked whether the City’s 1979-80 expenditure base should be permanently 
increased by $39,033,506. If approved, the City’s base expenditure limitation would increase 
to $40,000,000, which will then be adjusted annually for population growth and inflation. 
 
4.  HOW DOES THE STATE EXPENDITURE LIMITATION WORK? 
In 1980, Arizona voters approved a constitutional amendment that limits how much cities 
and towns may spend each year. The limit is based on the amount a city spent in Fiscal Year 
1979-1980, with adjustments each year for population growth and inflation. This formula 
determines the maximum amount a city can spend each year regardless of how much 
revenue it collects. 
 
5.  WHY DOES TOLLESON NEED A PERMANENT BASE ADJUSTMENT? 
Tolleson has grown significantly since 1979-80, but the state formula still uses that year as 
the baseline. Updating the base allows the City’s expenditure limit to reflect today’s 
community size and service demands and provides sufficient capacity to support city services 
now and in the future. 
 
6.  HOW WOULD THE ADJUSTMENT AFFECT THE CITY’S EXPENDITURE LIMITATION? 
If approved, the City’s base would increase to $40,000,000. With current inflation and 
population factors applied, the estimated expenditure limitation for Fiscal Year 2026-2027 
would be approximately $320,876,043. 
 
7. WHAT HAPPENS IF THE PERMANENT BASE ADJUSTMENT FAILS? 
If voters reject the permanent base adjustment and the City is unable to obtain an alternative 
expenditure limitation in 2028, the City will not be able to spend its revenues to provide 
services beyond the current limit. Without the adjustment, the City will have to consider

which services and programs to continue funding based upon a budget amount that fits 
within the City’s current state-imposed spending limitation.  
 
8.  DOES THIS INCREASE TAXES? 
No. Approval of the Permanent Base Adjustment does not increase taxes or create new 
taxes. It simply allows the City to spend the revenues it already receives through existing 
sources such as sales taxes and intergovernmental revenues. 
 
9.  WHAT SERVICES COULD BE SUPPORTED WITH THE ADDITIONAL SPENDING CAPACITY? 
If approved, the City could use the additional spending authority for lawful municipal 
purposes such as public safety (Police and Fire), water and wastewater services, street and 
infrastructure maintenance, parks and recreation, public works, and other city services. 
Spending is determined by the City Council during the annual budget process.  
 
10. HOW IS THIS DIFFERENT FROM HOME RULE AND WHEN WOULD IT TAKE EFFECT? 
Home Rule allows the City to set its own expenditure limit but must be approved by voters 
every four years and was approved in 2024. A Permanent Base Adjustment modifies the state 
formula baseline and, once approved by voters, remains in effect permanently. If approved 
by voters in 2026, the adjusted expenditure limitation would take effect beginning with Fiscal 
Year 2028. If not approved, the City will continue operating under its current expenditure 
limitation method for two more years.

1. ¿QUÉ ES UN AJUSTE PERMANENTE DE BASE? 
Un Ajuste Permanente de Base (PBA, por sus siglas en inglés) es un cambio aprobado por los 
votantes al límite de gasto impuesto por el estado a la Ciudad. La ley de Arizona limita 
cuánto pueden gastar las ciudades y pueblos cada año utilizando una fórmula basada en los 
niveles de gasto de 1979-1980, independientemente de los ingresos que reciba la Ciudad. 
Un Ajuste Permanente de Base incrementa ese monto base para que el gasto permitido de 
la Ciudad refleje más de cerca el presupuesto anual y los ingresos reales, permitiendo 
satisfacer las necesidades actuales de la población y los servicios. Si se aprueba,  la nueva 
base continuará creciendo anualmente con base en la inflación y el crecimiento poblacional. 
 
2. ¿POR QUÉ EL AJUSTE PERMANENTE DE BASE ESTÁ EN LA BOLETA? 
La ley de Arizona requiere la aprobación de los votantes para cambiar el límite de gasto 
impuesto por el estado. El Concejo Municipal de Tolleson adoptó la Resolución Núm. 2635 
proponiendo someter el Ajuste Permanente de Base a los votantes. El Concejo determinó 
que actualizar la base de gasto de la Ciudad proporcionará estabilidad a largo plazo para 
financiar servicios esenciales.

7. ¿QUÉ PASA SI EL AJUSTE PERMANENTE DE BASE NO ES APROBADO? 
Si los votantes rechazan el ajuste permanente de base y la Ciudad no puede obtener un 
límite alternativo de gasto en 2028, la Ciudad no podrá gastar sus ingresos para 
proporcionar servicios más allá del límite actual. Sin el ajuste, la Ciudad tendrá que 
considerar qué servicios y programas continuar financiando con base en un presupuesto 
que se ajuste al límite de gasto impuesto por el estado. 
 
8. ¿ESTO AUMENTA LOS IMPUESTOS? 
No. La aprobación del Ajuste Permanente de Base no aumenta los impuestos ni crea 
nuevos impuestos. Simplemente permite a la Ciudad gastar los ingresos que ya recibe a 
través de fuentes existentes como impuestos sobre ventas y fondos intergubernamentales. 
 
9. ¿QUÉ SERVICIOS PODRÍAN SER APOYADOS CON LA CAPACIDAD ADICIONAL DE GASTO? 
Si se aprueba, la Ciudad podría utilizar la autoridad adicional de gasto para fines municipales 
legales como seguridad pública (Policía y Bomberos), servicios de agua y aguas residuales, 
mantenimiento de calles e infraestructura, parques y recreación, obras públicas y otros 
servicios de la ciudad. El gasto es definitivo por el Concejo Municipal durante el proceso 
anual de presupuesto. 
 
10. ¿CÓMO ES ESTO DIFERENTE DEL “HOME RULE” (AUTONOMÍA MUNICIPAL) Y CUÁNDO 
ENTRARÍA EN EFECTO? 
El “Home Rule” permite a la Ciudad establecer su propio límite de gasto, pero debe ser 
aprobado por los votantes cada cuatro años y fue aprobado en 2024. Un Ajuste Permanente 
de Base modifica la base de la fórmula estatal y, una vez aprobado por los votantes, 
permanece en efecto de manera permanente. Si es aprobado por los votantes en 2026, el 
límite de gasto ajustado entraría en efecto a partir del año fiscal 2028. Si no se aprueba, la 
Ciudad continuará operando bajo su método actual de límite de gasto por dos años más.
