CITY COUNCIL REPORT SUBJECT: Adoption of Resolution No. 2636 Approving Amendment to Intergovernmental Agreement with the Superior Court of Arizona in Maricopa County for Jury Services MEETING DATE: April 15, 2026 TO: Mayor and Council FROM: John Lamb, City Magistrate REVIEWED: Reyes Medrano, Jr., City Manager PURPOSE: City Council will consider the adoption of Resolution No. 2636 approving an Amendment to the Intergovernmental Agreement between the City of Tolleson, on behalf of its Municipal Court, and the State of Arizona, on behalf of the Superior Court of Arizona in and for Maricopa County, relating to jury services, and authorize execution of the Amendment. BACKGROUND: On March 26, 2024, the City Council approved an Intergovernmental Agreement with the Superior Court of Arizona in Maricopa County for jury services, pursuant to Resolution No. 2557. The Agreement established the terms under which the Superior Court provides jury-related services for the Tolleson Municipal Court, with an initial term through June 30, 2026. Resolution No. 2636 approves an Amendment to the Intergovernmental Agreement to extend the term and update certain cost provisions associated with jury services. DISCUSSION: The Amendment, approved through Resolution No. 2636, renews the Intergovernmental Agreement for an additional two-year term, extending the agreement from July 1, 2026, through June 30, 2028. The Amendment also updates cost provisions, including fees associated with virtual private network (VPN) services and adjustments to the cost per jury summons. Specifically, the Amendment establishes a setup fee and monthly cost for VPN access and allows for an increase in the cost per summons to reflect actual costs, with the cost per summons increasing to $4.35 effective July 1, 2027. All other terms and conditions of the original Intergovernmental Agreement remain unchanged. BUDGET IMPACT: Costs associated with jury services, including any applicable fees for summons processing and VPN services, are included in the Municipal Court’s operating budget. RECOMMENDATION: Staff recommends the City Council adopt Resolution No. 2636 approving the Amendment to the Intergovernmental Agreement with the Superior Court of Arizona in Maricopa County for jury services.
