Cooperative Purchasing Agreement with Advanced Security Technologies LLC for 
Security Equipment and Related Services

PURPOSE: 
The Emergency Preparedness Department is requesting approval of a Cooperative Purchasing Agreement 
between the City of Tolleson and Advanced Security Technologies LLC for the purchase of security equipment 
and related services, and authorization for the City Manager to execute the Agreement. 
 
BACKGROUND: 
The proposed Cooperative Purchasing Agreement is based on a competitively awarded City of Mesa contract 
that allows for cooperative use by other public agencies. Utilizing cooperative purchasing enables the City to 
procure needed equipment efficiently while benefiting from pre-negotiated pricing and contract terms. 
 
The Agreement allows the City to obtain security equipment and related services on an as-needed basis to 
support emergency preparedness, public safety coordination, and critical infrastructure protection. 
 
DISCUSSION: 
Under the terms of the Agreement, Advanced Security Technologies LLC may provide security equipment and 
services to the City on an indefinite quantity, indefinite delivery basis, subject to individual purchase orders 
approved by the City. The Agreement establishes an annual aggregate spending limit of $200,000 per fiscal year 
and will remain in effect through October 20, 2028, unless terminated earlier in accordance with its terms. 
 
The Cooperative Purchasing Agreement with Advanced Security Technologies will enhance security at City-
sponsored events by providing professional security services and related equipment as needed. These services 
will support crowd control, access management, and overall public safety during community events, helping to 
ensure a safe environment for residents, staff, and visitors. Utilizing a cooperative purchasing agreement allows 
the City to obtain these services efficiently while complying with procurement requirements. 
 
BUDGET IMPACT: 
Any purchases made under this Agreement will be subject to available budget appropriations within the 
Emergency Preparedness Department. The Agreement establishes a not-to-exceed annual amount of $200,000 
per fiscal year; however, no minimum purchase is required. 
 
RECOMMENDATION:

Staff recommends approval of the Cooperative Purchasing Agreement between the City of Tolleson and 
Advanced Security Technologies LLC, and authorization for the City Manager to execute the Agreement.
