Community Risk Reduction Week 
 
January 19-25, 2026 
 
WHEREAS, fire departments across the United States respond to a fire every 23 seconds, and 
in 2024, fires resulted in 2,920 civilian deaths and 8,920 civilian injuries nationwide, with 
approximately seventy-five percent (75%) occurring in the home; and 
 
WHEREAS, wildland/urban interface fires continue to present a significant risk nationwide, 
resulting in multibillion-dollar losses, while fire departments increasingly respond to medical calls 
for service that comprise more than ninety percent (90%) of total call volume in some 
jurisdictions; and 
 
WHEREAS, Community Risk Reduction (CRR) is a data-driven approach that identifies and 
prioritizes local risks and strategically applies resources to reduce the frequency and impact of 
emergency events on residents and emergency responders; and 
 
WHEREAS, Community Risk Reduction promotes prevention and preparedness through the 
five E’s—Education, Engineering, Enforcement, Emergency Response, and Economic Incentive—
and relies on collaboration with local, state, and national partners to support the fire service 
mission; and 
 
WHEREAS, Monday, January 19, 2026, is Martin Luther King Jr. Day, a nationally recognized 
Day of Service that encourages community engagement through education and outreach 
activities designed to reduce community risk. 
 
NOW, THEREFORE, I, Juan F. Rodriguez, by virtue of the authority vested in me as Mayor of 
the City of Tolleson, Arizona, do hereby proclaim January 19-25, 2026 as Community Risk 
Reduction (CRR) Week in the City of Tolleson, in recognition of the importance of prevention, 
preparedness, and community partnership in making the City of Tolleson a safer place to live and
