CITY COUNCIL REPORT SUBJECT: First Amendment to GHD Professional Services Agreement MEETING DATE: January 13, 2026 TO: Mayor and Council FROM: Jamie McCracken, Utilities Director REVIEWED: Reyes Medrano, Jr., City Manager PURPOSE: The Utilities Department is requesting approval of the First Amendment to the Professional Services Agreement between the City of Tolleson and GHD Inc. to increase the compensation limit and extend the term for professional services associated with the planning and management of reclaimed water from the City’s Wastewater Treatment Plant. BACKGROUND: On October 10, 2024, the City of Tolleson entered into a Professional Services Agreement with GHD Inc. to provide professional services related to water and wastewater infrastructure planning, including efforts to maximize the City’s water resources. As part of these efforts, the Utilities Department is evaluating the feasibility of constructing recharge basins to enhance groundwater replenishment. DISCUSSION: GHD Inc. is providing specialized hydrogeological survey and analysis services to support the design of recharge basins. These services include evaluating subsurface conditions, groundwater movement, and recharge capacity to ensure the long-term effectiveness and regulatory compliance of the proposed facilities. The First Amendment increases the not-to-exceed compensation amount to $200,000 per fiscal year and extends the agreement term through June 30, 2026. All other terms and conditions of the original Professional Services Agreement remain unchanged and in full force and effect. Approval of this amendment will allow the Utilities Department to continue critical planning and technical analysis of recharge facilities. BUDGET IMPACT: The amended agreement authorizes payments to GHD Inc. in an amount not to exceed $200,000 per fiscal year, subject to available budget appropriations. Funding for these services is available within the Utilities Department budget. RECOMMENDATION: Staff recommends approval of the First Amendment to the Professional Services Agreement between the City of Tolleson and GHD Inc.
