PURPOSE: 
The Development Services Department is requesting approval of the First Amendment to the Professional 
Services Agreement between the City of Tolleson and Dibble & Associates Consulting Engineers, Inc. to increase 
the compensation limit for on-call professional engineering and surveying services.  
 
BACKGROUND: 
On April 3, 2023, the City of Tolleson entered into a Professional Services Agreement with Dibble & Associates 
Consulting Engineers, Inc. (dba Dibble) to provide on-call professional engineering and surveying services as 
needed by the City. As project demands have increased, additional funding authority is required to continue 
utilizing these services under the existing agreement. 
 
DISCUSSION: 
This First Amendment increases the not-to-exceed compensation amount under the agreement to $250,000. 
The amendment also updates the notice address for the City Attorney. All other terms and conditions of the 
original Professional Services Agreement remain unchanged and in full force and effect. Approval of this 
amendment will allow the City to continue receiving professional engineering and surveying services without 
interruption.  
 
BUDGET IMPACT: 
The amended compensation amount is not to exceed $250,000. Funding for these services is available within 
the Development Services Department budget and will be expended on an as-needed basis. 
 
RECOMMENDATION: 
Staff recommends approval of the First Amendment to the Professional Services Agreement between the City 
of Tolleson and Dibble & Associates Consulting Engineers, Inc.
