PURPOSE: 
The Utilities Department is requesting approval of a Cooperative Purchasing Agreement between the City of 
Tolleson and Metron Farnier, LLC for the purchase and replacement of water meters and related equipment 
and services. 
 
BACKGROUND: 
Water meters are a critical component of the City’s water distribution system and are used to accurately 
measure customer water usage for billing and water resource management. Over time, water meters 
experience mechanical wear and accuracy degradation, which typically results in meters under-reading actual 
water consumption. This loss of accuracy can negatively impact revenue recovery and system efficiency. 
 
The Town of Camp Verde conducted a competitive procurement process and entered into a contract with 
Metron Farnier, LLC for water meters and automatic meter infrastructure (AMI) systems. Pursuant to City Code 
Section 3-5-7, the City of Tolleson is authorized to utilize cooperative contracts that allow participation by other 
public agencies. 
 
DISCUSSION: 
This Cooperative Purchasing Agreement allows the Utilities Department to purchase water meters, materials, 
and related services from Metron Farnier, LLC on an as-needed basis through June 30, 2026. Replacing aging 
and under-performing water meters will improve metering accuracy, ensure equitable billing for customers, 
and enhance overall system reliability. 
 
The agreement establishes an indefinite quantity, indefinite delivery arrangement, allowing the City flexibility 
to replace meters based on condition, age, and operational priorities. The maximum authorized expenditure 
under this agreement is $400,000 per fiscal year, subject to budget availability and City approval of individual 
purchase orders. 
 
BUDGET IMPACT: 
The City shall pay Metron Farnier, LLC an amount not to exceed $400,000 per fiscal year for equipment and 
services. Funding for water meter replacements is available within the Utilities Department budget and will be 
expended as needed. 
 
RECOMMENDATION:

Staff recommends approval of the Cooperative Purchasing Agreement between the City of Tolleson and Metron 
Farnier, LLC for water meter replacement equipment and services.
