Dear City of Tolleson, 
 
Vanguard Truck Holdings, LLC is pleased to submit the enclosed documentation detailing the actual costs incurred for 
the design, construction, and installation of the Public Infrastructure Improvements, as defined in the attached 
Development Agreement ("Agreement") executed on July 11, 2023, between the City of Tolleson and Vanguard Truck 
Holdings, LLC (City Contract No. 20230388125). 
 
This submission is made in accordance with Section 3(c) of the Agreement, which stipulates that Vanguard's 
Reimbursable Costs shall be outlined in a letter to the City upon the completion of the Improvements. 
 
The enclosed documentation provides a comprehensive outline of all verifiable Reimbursable Costs, including but not 
limited to, hard construction costs, fees for engineers and other consultants, plan review and application fees, 
permits, bonding and insurance, construction management, and all other directly related costs and fees as specified 
in Section 3(b) of the Agreement. 
 
We understand that the Tolleson City Council's approval of these final construction costs is required for the City to 
process any Reimbursable Costs, and we trust that this documentation provides all necessary information for your 
review. 
 
We look forward to the City's review and approval of these costs and the subsequent processing of Reimbursement 
Payments as outlined in Sections 4 and 5 of the Agreement.
