CITY COUNCIL REPORT SUBJECT: El Rey de los Mariscos y Sushi Liquor License Application No. 362402 MEETING DATE: November 12, 2025 TO: Mayor and Council FROM: Crystal Zamora, City Clerk Christina Youngberg, Paralegal REVIEWED: Reyes Medrano, Jr., City Manager PURPOSE: City Council will consider the approval of Arizona Department of Liquor Licenses and Control (DLLC) Liquor License Application No. 362402, Series 12 – Restaurant, as submitted by Mario Santoyo Guerrero for El Rey de los Mariscos y Sushi located at 189 North 99th Avenue #106, Tolleson, AZ 85353. A public hearing will be opened for public comment, if any. BACKGROUND: The applicant, Mario Santoyo Guerrero, on behalf of El Rey de los Mariscos y Sushi LLC, submitted a new Series 12 – Restaurant liquor license application to the Arizona Department of Liquor Licenses and Control. This license type allows the sale and service of all types of spirituous liquor for on-premises consumption, provided that at least forty percent (40%) of the establishment’s gross revenue is derived from the sale of food, as required by state law. Failure to meet this requirement may result in revocation of the license. El Rey de los Mariscos y Sushi is located at 189 North 99th Avenue, Suite 106, Tolleson, Arizona 85353, with a restaurant floor area of approximately 3,100 square feet. The business plan submitted includes a full-service seafood and sushi menu, a dining area, and entertainment such as mariachi and DJ performances several times per month. DISCUSSION: As required by state law, the notice was posted at the business premises for the required period of time, which is a minimum of 20 calendar days. To date, the City Clerk’s Office has not received any comments for or against this liquor license application. Please refer to the applicant’s submittal for further information on this proposed liquor license. Approval of this item will forward the City of Tolleson’s recommendation to the Arizona Department of Liquor Licenses and Control for final consideration and issuance of the license. BUDGET IMPACT: There is no direct fiscal impact to the City of Tolleson resulting from approval of this liquor license application. RECOMMENDATION: Staff recommends the City Council approve Arizona Department of Liquor Licenses and Control Liquor License Application No. 362402. ATTACHMENTS: 1.
