CITY COUNCIL REPORT SUBJECT: Resolution No. 2624 - Tohono O’odham Nation Grant-in-Aid Agreement MEETING DATE: October 28, 2025 TO: Mayor and Council FROM: Reyes Medrano, Jr., City Manager REVIEWED: Reyes Medrano, Jr., City Manager PURPOSE: The City Manager’s Office is requesting adoption of Resolution No. 2624 approving the Grant-in-Aid Agreement between the City of Tolleson and the Tohono O’odham Nation for the Nation’s Fiscal Year 2025 12% Local Revenue-Sharing Contribution in the total amount of $212,500. BACKGROUND: The Tohono O’odham Nation provides an annual twelve percent (12%) local revenue-sharing contribution to cities, towns, and counties for services and programs that benefit the general public, as permitted under A.R.S. § 5-601.02(H)(4). The City of Tolleson is eligible to receive and distribute funds under this program for projects that promote public safety, community well-being, and economic development. The Fiscal Year 2025 Grant-in-Aid Agreement outlines the terms and conditions for the Nation’s contribution to the City, specifying that the City will distribute the total of $212,500 to designated community programs and organizations. The approved allocations are as follows: City of Tolleson Community Farmers Market ($52,500), West Valley Arts Council Gallery 37 2025: Paseo de Artes II ($20,000), WESTMARC West Valley Data Dashboard ($120,000), and White Tank Mountains Conservancy Wildlife Conservation Research ($20,000). The agreement specifies that the City will act as a conduit for distribution of these funds and will not be liable for the recipients’ use of their awarded amounts after disbursement. DISCUSSION: The Grant-in-Aid program strengthens regional partnerships and supports initiatives that directly benefit the Tolleson community and the West Valley region. Through this agreement, the City continues its collaboration with the Tohono O’odham Nation to enhance local services, promote economic development, and support cultural, environmental, and educational projects. The funds will allow the City and its partner organizations to continue programming and projects that align with Tolleson’s community engagement and sustainability goals. BUDGET IMPACT: There is no negative fiscal impact to the City of Tolleson. The funds are provided entirely by the Tohono O’odham Nation through its 12% Local Revenue-Sharing Contribution program.
