CITY COUNCIL REPORT SUBJECT: Resolution No. 2622 - Maricopa County Intergovernmental Agreement for Community Development Block Grant Funds MEETING DATE: October 14, 2025 TO: Mayor and Council FROM: Noel Schaus, Housing Revitalization Manager REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Human Services Department is requesting approval of Resolution No. 2622, authorizing the City to enter into an Intergovernmental Agreement (IGA) with Maricopa County, administered by its Human Services Department, for the Owner-Occupied Housing Rehabilitation Program. BACKGROUND: The City of Tolleson has historically partnered with Maricopa County to provide rehabilitation services for eligible owner-occupied homes through Community Development Block Grant (CDBG) funding. These efforts support the City’s mission to provide safe and decent housing conditions for income-eligible households within Tolleson’s redevelopment area. DISCUSSION: In June 2025, the City of Tolleson was awarded $425,000 in Community Development Block Grant (CDBG) funds by the Maricopa County Human Services Department, which along with $130,000 in City funds will be used to continue offering home repairs through the Housing Rehabilitation Program, providing rehabilitation services for approximately eight eligible owner-occupied housing units. The Agreement shall be effective from November 1, 2025, through November 1, 2027. The program ensures that necessary home repairs are delivered to income-qualified households, improving housing safety and quality of life for Tolleson residents. BUDGET IMPACT: The program is funded by $425,000 in CDBG funds awarded to the City, supplemented by $130,000 in City funds allocated to the Housing Rehabilitation Program budget. RECOMMENDATION: Staff recommends approval of Resolution No. 2622 authorizing the Intergovernmental Agreement between the City of Tolleson and Maricopa County Human Services Department for the Owner-Occupied Housing Rehabilitation Program.
