TF Contracting Services Cooperative Purchasing Agreement

PURPOSE: 
The Utilities Department is requesting approval of a Cooperative Purchasing Agreement between the City of 
Tolleson and TF Contracting Services LLC for general utility projects related to the City’s water and wastewater 
infrastructure. 
 
BACKGROUND: 
The City of Gilbert, through a competitive procurement process, entered into Contract No. 325000163 with TF 
Contracting Services LLC on February 25, 2025, for general utility projects. The contract allows for cooperative 
use by other public entities, including the City of Tolleson. Pursuant to Section 3-5-7 of the Tolleson City Code, 
the City may utilize cooperative purchasing agreements to secure services under competitively bid contracts. 
 
This Cooperative Purchasing Agreement will allow Tolleson to access TF Contracting Services LLC’s services for 
utility-related projects, including water and wastewater infrastructure improvements, repairs, and related 
work. The agreement is structured as an indefinite quantity and delivery arrangement, meaning services will be 
provided as needed and as authorized by the City. 
 
DISCUSSION: 
The Agreement will remain in effect until February 25, 2026, unless terminated earlier in accordance with the 
agreement terms. The Contractor will provide services based on individual purchase orders issued by the City, 
each referencing the Cooperative Purchasing Agreement and the underlying Gilbert contract. All work 
performed will be subject to City inspection and acceptance. 
 
BUDGET IMPACT: 
Compensation to TF Contracting Services LLC under this Agreement shall not exceed $200,000 per fiscal year. 
Payments will be made based on accepted and completed services following submission and approval of 
invoices. 
 
RECOMMENDATION: 
Staff recommends approval of the Cooperative Purchasing Agreement between the City of Tolleson and TF 
Contracting Services LLC for general utility projects related to the City’s water and wastewater infrastructure, 
and authorization for the City Manager to execute and deliver said Agreement.
