CITY COUNCIL REPORT SUBJECT: City of El Mirage Intergovernmental Agreement MEETING DATE: September 23, 2025 TO: Mayor and Council FROM: Rudy Mendoza, Public Safety Director/Police Chief REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Police Department is requesting approval of the Second Amendment to the Intergovernmental Agreement (IGA) between the City of Tolleson and the City of El Mirage for Police and Fire Dispatch Services and Administration. BACKGROUND: The original IGA between the City of Tolleson and the City of El Mirage was approved on April 18, 2023, and Amendment No. 1 was approved on July 1, 2024, establishing the provision of police and fire dispatch services and related administrative functions. On June 24, 2025, the Tolleson City Council approved the Second Amendment to the IGA; however, the amendment as presented did not reflect an annual credit due to El Mirage. The corrected version of the Second Amendment now properly accounts for this credit. DISCUSSION: The Second Amendment establishes the annual fee for police and fire dispatch services and administration for Fiscal Year 2025-2026. The total annual fee is $1,337,031, but after applying the credit in the amount of $169,216, the net amount due from the City of El Mirage to the City of Tolleson is $1,167,815. All other terms and conditions of the Intergovernmental Agreement remain unchanged and in full force and effect. BUDGET IMPACT: The City of Tolleson will receive $1,167,815 from the City of El Mirage for Fiscal Year 2025-2026. RECOMMENDATION: Staff recommends approval of the Second Amendment to the Intergovernmental Agreement between the City of Tolleson and the City of El Mirage for Police and Fire Dispatch Services and Administration, and authorization for the City Manager to execute and deliver said Amendment.
