CITY COUNCIL REPORT SUBJECT: Resolution No. 2621 - Maricopa County Intergovernmental Agreement - Hand in Hand Program MEETING DATE: September 23, 2025 TO: Mayor and Council FROM: George Good , Chief of Social Impact REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Human Services Department is requesting approval of Resolution No. 2621 authorizing the City of Tolleson to enter into an Intergovernmental Agreement (IGA) with Maricopa County, administered by its Human Services Department, to support the Hand-in-Hand Program for Fiscal Year 2026. BACKGROUND: The Hand-in-Hand Program is a regional collaboration designed to reduce homelessness with a focus on individuals utilizing wash and canal areas such as Agua Fria, Skunk Creek, and New River. Subregional partners, including Tolleson and neighboring communities, are committed to providing outreach teams and resources to help unsheltered individuals transition into permanent housing. Under the IGA, Maricopa County will assign outreach staff to provide daily services, including engagement, case management, and connections to housing and supportive services. The City of Tolleson will contribute resources and coordinate with the County and other partners to support the program’s efforts. DISCUSSION: The IGA establishes roles and responsibilities for both Maricopa County and the City of Tolleson. The County will manage outreach staffing, case management, data entry in the Homeless Management Information System (HMIS), and coordination of supportive services. The City will participate in strategic planning, facilitate connections with City departments, and review program data to identify sustainability opportunities. Resolution No. 2621 formally approves the IGA and authorizes the Mayor to execute the agreement. BUDGET IMPACT: The City of Tolleson will provide $5,000 in funding for Fiscal Year 2026 to support the Hand-in-Hand Program. RECOMMENDATION: Staff recommends approval of Resolution No. 2621, approving the Intergovernmental Agreement between the City of Tolleson and Maricopa County Human Services Department for the Hand-in-Hand Program for Fiscal Year 2026, and authorizing the Mayor to execute the Agreement.
