CITY COUNCIL REPORT SUBJECT: Cooperative Purchasing Agreement with Municipal Emergency Services, Inc. dba Lawmen Supply Company MEETING DATE: September 9, 2025 TO: Mayor and Council FROM: Michael Young, Fire Chief REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Tolleson Fire Department is requesting approval of a Cooperative Purchasing Agreement with Municipal Emergency Services, Inc. dba Lawmen Supply Company for the purchase of firefighter self-contained breathing apparatus (SCBA) equipment and related services. BACKGROUND: The League of Oregon Cities, acting as the lead contracting agency, conducted a formal competitive solicitation and selection process through Request for Proposal No. 1920, resulting in a Master Price Agreement with Municipal Emergency Services dated March 26, 2020. Under Section 3-5-7 of the Tolleson City Code, the City is permitted to utilize cooperative contracts for the procurement of goods and services. This Cooperative Purchasing Agreement allows the City of Tolleson to purchase SCBA equipment and services as needed through May 25, 2026. Purchases will be made on an as-needed basis by issuance of purchase orders that reference the agreement. DISCUSSION: The Agreement sets an annual not-to-exceed expenditure of $350,000 per fiscal year for SCBA equipment and related services. Equipment and services delivered under this Agreement are subject to final inspection and acceptance by the City. The Cooperative Purchasing Agreement ensures the City has immediate access to competitively procured SCBA equipment necessary for fire operations, enhancing safety and reliability for Tolleson firefighters. BUDGET IMPACT: Funding for purchases made under this Agreement will be drawn from budgeted departmental funds. The Agreement is structured so that no purchases are required unless a need arises. RECOMMENDATION: Staff recommends approval of the Cooperative Purchasing Agreement with Municipal Emergency Services, Inc. dba Lawmen Supply Company.
