Resolution No. 2619 - Maricopa County IGA for the Connected Vehicle Acceleration 
Zone Project

PURPOSE: 
The Development Services Department is requesting approval of an Intergovernmental Agreement (IGA) with 
Maricopa County for the Connected Vehicle Acceleration Zone Project (TE088). 
 
BACKGROUND: 
The Maricopa County Department of Transportation (MCDOT) is leading the Connected Vehicle Acceleration 
Zone Project (TE088), a federally funded initiative designed to deploy interoperable Connected Vehicle (CV) and 
Vehicle-to-Everything (V2X) technologies throughout the region. 
 
The project’s objectives include: 
• Improving reliability of transit services through Transit Signal Priority (TSP). 
• Enhancing safety of vulnerable road users (VRUs) through detection and alerts. 
• Increasing freight mobility with Freight Signal Priority (FSP). 
• Supporting emergency response with Emergency Vehicle Preemption (EVP). 
 
The project will proceed in three phases: 
• Design, Build, and Test Phase (18 months). 
• Operate and Evaluate Phase (12–18 months). 
• Post-Deployment Phase (5 years of operations/maintenance, not grant funded). 
 
The total project cost is $27,452,802, with $19,655,243 funded federally. The City of Tolleson’s local match 
requirement is $25,000, to be paid in two installments of $12,500 each in July 2025 and July 2026. 
 
DISCUSSION: 
Under the terms of the IGA, Maricopa County will serve as the lead agency, responsible for planning, design, 
procurement, and project management. The City of Tolleson will participate in project activities, assist with 
right-of-way coordination, and issue no-cost permits for work within City boundaries. 
 
Tolleson will also:

• Coordinate the installation of up to 15 roadside units (RSUs) at signalized intersections. 
• Make good faith efforts to upgrade traffic signal controllers (expected to receive at least 10 as part of 
the project). 
• Provide access to up to five emergency response vehicles for installation of on-board units (OBUs). 
• Dedicate approximately $5,000 in staff time to support testing and operations of CV and V2X 
technologies. 
• Own, operate, and maintain equipment within City limits after deployment, including repairs and 
replacements for five years following grant-funded support. 
 
This project represents an innovative opportunity to enhance traffic safety, emergency response, and 
transportation efficiency for Tolleson residents and businesses. 
 
BUDGET IMPACT: 
The City’s financial commitment is limited to the local match of $25,000 plus approximately $5,000 in staff time, 
both of which are funded through the Development Services Department budget. 
 
RECOMMENDATION: 
Staff recommends approval of Resolution No. 2619, authorizing the Mayor to execute the Intergovernmental 
Agreement between the City of Tolleson and Maricopa County for the Connected Vehicle Acceleration Zone 
Project (TE088).
