Resolution No. 2617 - Tolleson Elementary School District Intergovernmental 
Agreement

PURPOSE: 
The City Management and Parks & Recreation Departments is requesting approval of an Intergovernmental 
Agreement (IGA) between the City of Tolleson and Tolleson Elementary School District No. 17 for the funding 
and operation of the District’s Preschool Program and for the City’s use of District facilities for after-school 
programs, youth sports, and special events. 
 
BACKGROUND: 
Pursuant to A.R.S. § 11-951 et seq., public agencies may enter into intergovernmental agreements for joint or 
cooperative action. The Tolleson Elementary School District currently operates a state-licensed, high-quality 
Preschool Program at Arizona Desert Elementary School and Porfirio H. Gonzales Elementary School. 
Continuation of this program depends on replacement of lost funding. 
 
The City of Tolleson has committed to invest $400,000 to support the District’s Preschool Program for the 2025–
2026 school year. This funding represents a significant investment in early childhood education, which research 
shows provides long-term benefits to the community in educational attainment, employment, and social 
responsibility. 
 
Additionally, the IGA provides the City with licensed use of District facilities, including classrooms, cafeterias, 
playgrounds, fields, and gymnasiums, for City-administered after-school programs, youth sports, and special 
events. 
 
DISCUSSION: 
Through this partnership, Tolleson residents will benefit from continued access to a high-quality Preschool 
Program and expanded recreational opportunities for youth and families. The City will provide financial support 
to sustain early childhood education while also gaining access to District facilities for community programs and 
events. 
 
The District will continue to operate and maintain its Preschool Program and facilities, while the City will 
administer its after-school, sports, and special events programs. Both parties will collaborate on scheduling, 
maintenance responsibilities, and community outreach. 
 
BUDGET IMPACT:

The City will provide $400,000 to the Tolleson Elementary School District for the 2025–2026 Preschool Program, 
payable in two installments. Funds will be restricted to Preschool Program operations, with up to $40,000 
allowed for before-school enrichment programs if unexpended. 
 
RECOMMENDATION: 
Staff recommends approval of Resolution No. 2617, authorizing the City Manager to execute the 
Intergovernmental Agreement with Tolleson Elementary School District No. 17 for Preschool Program funding 
and City use of District facilities.
