Resolution No. 2618 - City of Avondale IGA for Detention, Administrative, and 
Transportation Services

PURPOSE: 
The Police Department is requesting approval of an Intergovernmental Agreement (IGA) with the City of 
Avondale for detention, administrative, and transportation services. 
 
BACKGROUND: 
The City of Avondale owns and operates a detention facility through its Police Department located at 50 North 
Eliseo C. Felix, Jr. Way, Avondale, Arizona. The Tolleson Police Department desires to utilize Avondale’s facility 
for the processing and temporary incarceration of Tolleson prisoners. 
 
Additionally, the agreement provides for: 
o Administrative Services: Use of an Avondale City Court Judge for initial appearances of Tolleson 
prisoners charged with misdemeanor offenses. 
o Transportation Services: Transport of Tolleson prisoners charged with felony offenses to the Maricopa 
County Jail. 
 
This IGA is authorized under A.R.S. § 11-951 et seq. and defines the terms and conditions of these services. The 
initial term runs from July 1, 2025 through June 30, 2026, with up to four automatic one-year renewal terms, 
unless terminated as provided in the agreement. 
 
DISCUSSION: 
The agreement ensures that Tolleson has access to a secure detention facility and necessary judicial and 
transportation services, improving efficiency and reducing logistical challenges for the Tolleson Police 
Department. 
 
The compensation for the initial term totals $127,877.93, which includes: 
o $109,404.72 for one full-time detention officer (salaries, benefits, and uniform allowance). 
o $16,410.71 in indirect costs. 
o $2,062.50 for medical monitor bracelets, wireless service, and cloud licensing.

Future renewal terms will be subject to salary and cost-of-living adjustments. 
 
BUDGET IMPACT: 
Funding for this agreement has been included in the Police Department’s operating budget for FY 2026. 
 
RECOMMENDATION: 
Staff recommends approval of Resolution No. 2618, authorizing the Mayor to execute the Intergovernmental 
Agreement between the City of Tolleson and the City of Avondale for detention, administrative, and 
transportation services.
