CITY COUNCIL REPORT SUBJECT: Resolution No. 2620 - TO Nation Grant-in-Aid Agreement MEETING DATE: September 9, 2025 TO: Mayor and Council FROM: Reyes Medrano, Jr., City Manager REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The City Management Department is requesting approval of the Grant-in-Aid Agreement between the Tohono O’odham Nation and the City of Tolleson for the purpose of providing $50,000 in funding to the White Tank Mountains Conservancy for Wildlife Conservation Research. BACKGROUND: The Tohono O’odham Nation provides annual 12% local revenue-sharing contributions to Arizona cities under A.R.S. § 5-601.02(H)(4) for services that benefit the general public, including public safety, mitigation of gaming impacts, and promotion of commerce and economic development. The City of Tolleson has been awarded $50,000 in Grant-in-Aid funding to be distributed to the White Tank Mountains Conservancy for Wildlife Conservation Research. This agreement sets forth the terms and responsibilities of the City and the Nation with respect to the receipt and disbursement of these funds. DISCUSSION: The White Tank Mountains Conservancy is a nonprofit organization dedicated to research and conservation of the White Tank Mountains ecosystem. This funding will support wildlife conservation research benefiting both the City of Tolleson and the surrounding region. Under the terms of the agreement, the City of Tolleson will serve as the disbursing agency, ensuring compliance with the conditions of the Grant-in-Aid. The City Manager will be authorized to execute the agreement on behalf of the City. BUDGET IMPACT: There is no direct cost to the City. The City will receive $50,000 from the Tohono O’odham Nation to be passed through to the White Tank Mountains Conservancy. RECOMMENDATION: Staff recommends approval of Resolution No. 2620, authorizing the City Manager to execute the Grant-in-Aid Agreement with the Tohono O’odham Nation for the purpose of providing $50,000 in funding to the White Tank Mountains Conservancy.
