CITY COUNCIL REPORT SUBJECT: Blessed Sacrament Church Special Event Class 3 Permit Application MEETING DATE: August 26, 2025 TO: Mayor and Council FROM: Randy Babchuk, Field Operations/Parks & Recreation Director REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: City Council will consider the approval of Special Event Class 3 Permit Application as submitted by Leticia Peralta on behalf of Blessed Sacrament Church, 512 North 93rd Avenue, Tolleson, AZ 85353, to request a temporary partial street closure on Van Buren Street and on 93rd Avenue during the annual Fiesta de Amistad parade on Saturday, October 11, 2025 from 10 AM to 11 AM. BACKGROUND: In a celebration of friendship and faith, Blessed Sacrament Church, 512 North 93rd Avenue in Tolleson, will hold its annual Fiesta de Amistad from October 10th through October 12th. The celebration, which is the church’s biggest fundraiser of the year, has been a tradition since Blessed Sacrament was built by 70 agricultural families in 1949. The parade, taking place on October 11th, will feature about 10 to 20 entries, including the queen and her court. DISCUSSION: Barricades will be placed beginning at 8:00 AM and will be picked up by noon. The parade will begin on 96th Avenue and Van Buren Street; continue east on Van Buren Street to 93rd Avenue; and then north to 93rd Avenue to Blessed Sacrament Church Festival Grounds. BUDGET IMPACT: This item has no additional budget impact. RECOMMENDATION: Staff recommends the City Council approve the Special Event Class 3 Permit Application as submitted by Blessed Sacrament Church.
