CITY COUNCIL REPORT SUBJECT: Resolution No. 2612 - TESD SRO Services Intergovernmental Agreement MEETING DATE: July 8, 2025 TO: Mayor and Council FROM: Rudy Mendoza, Public Safety Director/Police Chief REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Police Department is requesting the adoption of Resolution No. 2612, approving an Intergovernmental Agreement between the City of Tolleson and the Tolleson Elementary School District for the assignment of a School Resource Officer (SRO) to Arizona Desert Elementary and Porfirio H. Gonzales Elementary Schools during the 2025–2026 school year. The Agreement authorizes the City to provide SRO services, with the District reimbursing the City for the associated costs. BACKGROUND: The Tolleson Elementary School District has received grant funding through the Arizona Department of Education's School Safety Program for School Resource Officer services. The District has requested the continued partnership with the City of Tolleson to provide a sworn police officer to serve as the SRO for Arizona Desert Elementary and Porfirio H. Gonzales Elementary Schools. The City has an established history of collaboration with the District to provide SRO services that enhance campus safety, provide law-related education, and foster positive relationships between students and law enforcement. DISCUSSION: The Intergovernmental Agreement provides for a 10-month assignment of a Tolleson Police Officer to fulfill SRO duties at both elementary schools during the 2025–2026 academic year. The Agreement defines the roles and responsibilities of the City and the District, including officer duties, school safety programs, and administrative requirements in alignment with state guidelines (A.R.S. § 15-154). The District will reimburse the City for the total cost of the assigned officer in the amount of $150,741.20 for the 2025–2026 school year. The SRO will provide law enforcement services, campus security, educational programs, and community engagement in support of student safety and success. BUDGET IMPACT: The cost of providing the SRO is $150,741.20, which will be fully reimbursed to the City by the Tolleson Elementary School District. RECOMMENDATION: Staff recommends the City Council adopt Resolution No. 2612, approving the Intergovernmental Agreement with Tolleson Elementary School District for School Resource Officer services for the 2025–2026 school year.
