CITY COUNCIL REPORT SUBJECT: First Amendment to Capital Pump & Equipment Cooperative Purchasing Agreement MEETING DATE: July 8, 2025 TO: Mayor and Council FROM: Jamie McCracken, Utilities Director REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Utilities Department is requesting approval of the First Amendment to the Cooperative Procurement Agreement with Capital Pump & Equipment, LLC, increasing the annual not-to-exceed amount from $100,000 to $300,000 for Maintenance, Repair, and Operation (MRO) Equipment, Supplies, Materials, and Services. BACKGROUND: On May 8, 2025, the City of Tolleson entered into a Cooperative Procurement Agreement with Capital Pump & Equipment, LLC, based on ESC Region 19 Allied States Cooperative, for the purchase of MRO-related equipment and services. This agreement provides the City with access to competitively procured pricing for equipment and services necessary to maintain critical utility infrastructure. Following operational assessments, the Utilities Department determined that additional equipment, materials, and services are required to support increased maintenance demands and ongoing infrastructure needs throughout the fiscal year. DISCUSSION: The First Amendment to the Agreement increases the City's annual spending authority with Capital Pump & Equipment, LLC, from $100,000 to $300,000 per fiscal year (July 1 to June 30). This increase ensures the City can adequately procure necessary MRO equipment, supplies, and services to maintain water, wastewater, and related utility systems without interruption. All other terms and conditions of the original Agreement remain unchanged. BUDGET IMPACT: This amendment increases the annual not-to-exceed amount to $300,000 for fiscal year expenditures related to equipment, materials, and services for utility system maintenance. Sufficient funding is available within the approved Utilities Department budget. RECOMMENDATION: Staff recommends approval of the First Amendment to the Cooperative Procurement Agreement with Capital Pump & Equipment, LLC, increasing the annual not-to-exceed amount to $300,000.
