CITY COUNCIL REPORT SUBJECT: Purchase Agreement with Univar Solutions USA LLC for the Purchase of Sodium Hydroxide 25% for Wastewater Treatment MEETING DATE: July 8, 2025 TO: Mayor and Council FROM: Jamie McCracken, Utilities Director REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Utilities Department is requesting approval of a Purchase Agreement with Univar Solutions USA LLC for the purchase of Sodium Hydroxide 25%, which is required for the City’s wastewater treatment processes to maintain regulatory compliance and operational efficiency. BACKGROUND: Sodium Hydroxide 25% is a key chemical utilized by the City to control pH levels and support wastewater treatment operations. To ensure competitive pricing and reliable supply, the City issued Invitation for Bids No. WW 25-01. Univar Solutions USA LLC submitted a responsive and competitive bid and was selected to provide Sodium Hydroxide 25% based on qualifications and pricing. The Agreement reflects the vendor's successful bid submission and terms. DISCUSSION: The Agreement with Univar Solutions USA LLC includes the following terms: • The initial term is one (1) year from the effective date, with up to four (4) additional one-year renewal options, subject to City approval and annual budget appropriations. • The price is set at $1.3662 per gallon of Sodium Hydroxide 25%. • The annual aggregate amount shall not exceed $200,000 per fiscal year. • Purchases are made on an as-needed, indefinite quantity basis through City-issued Chemical Orders. • The Agreement includes standard terms related to product inspection, delivery, warranties, indemnification, and compliance with applicable procurement and legal requirements. This agreement provides for the continued and cost-controlled procurement of Sodium Hydroxide 25%, essential to the City’s wastewater treatment system. BUDGET IMPACT: The Agreement authorizes purchases up to $200,000 annually, to be funded through the approved Utilities Department operating budget for wastewater treatment. RECOMMENDATION: Staff recommends approval of the Purchase Agreement with Univar Solutions USA LLC for the purchase of Sodium Hydroxide 25%, with a not-to-exceed amount of $200,000 per fiscal year.
