CITY COUNCIL REPORT SUBJECT: First Amendment to Border States Industries Cooperative Purchasing Agreement MEETING DATE: July 8, 2025 TO: Mayor and Council FROM: Jamie McCracken, Utilities Director REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: To seek City Council approval of the First Amendment to the Cooperative Purchasing Agreement with Border States Industries, Inc. to increase the annual compensation limit. This amendment will support the Utilities Department’s continued efforts to upgrade and maintain the City's Supervisory Control and Data Acquisition (SCADA) system. BACKGROUND: The City entered into a Cooperative Purchasing Agreement with Border States Industries, Inc., on April 30, 2025, for the provision of Maintenance, Repair, and Operation (MRO) equipment, supplies, materials, and services necessary for Utilities infrastructure maintenance and improvements. The Utilities Department relies on Border States Industries to provide critical materials and support for ongoing projects, including upgrades to the Supervisory Control and Data Acquisition (SCADA) system. SCADA is essential for the real-time monitoring and control of water and wastewater operations, ensuring safe and reliable delivery of utility services to residents and businesses. Due to increased project needs, including system modernization efforts, the original contract compensation limit is no longer sufficient. DISCUSSION: The proposed First Amendment to the Cooperative Purchasing Agreement increases the City's annual compensation limit to Border States Industries, Inc. from $100,000 to $150,000. This adjustment ensures the Utilities Department has adequate purchasing authority to obtain necessary materials, equipment, and services to support ongoing SCADA system upgrades and other critical infrastructure projects. All other terms and conditions of the original agreement remain unchanged and in full force and effect. BUDGET IMPACT: The increased compensation amount will be funded through the Utilities Department budget. Funding is available in the department’s capital improvement and maintenance funds designated for SCADA system enhancements and operational support. RECOMMENDATION: Staff recommends approval of the First Amendment to the Cooperative Purchasing Agreement with Border States Industries, Inc., to support Utilities infrastructure improvements, including enhancements to the Supervisory Control and Data Acquisition (SCADA) system.
