PURPOSE: 
The Information Technology Department is requesting the approval of the Professional Services Agreement 
between the City of Tolleson and Motorola Solutions, Inc. for Spillman Flex Computer-Aided Dispatch (CAD) 
technology, its portfolio of software applications, and annual maintenance and support. 
 
BACKGROUND: 
The Information Technology Department is requesting approval of a Professional Services Agreement between 
the City of Tolleson and Motorola Solutions, Inc. for the continued maintenance and support of the Spillman 
Flex Computer-Aided Dispatch (CAD) system and its suite of software applications. Spillman Flex is a critical 
public safety technology used by the Tolleson Police Department to manage dispatch operations, incident 
reporting, and records management. This agreement ensures uninterrupted technical support, regular software 
updates, and system reliability necessary to maintain efficient and effective emergency response services. 
 
 
DISCUSSION: 
The City of Tolleson has utilized the Spillman Flex CAD system provided by Motorola Solutions, Inc. as a core 
component of its public safety operations. This system supports the Tolleson Police Department by enabling 
efficient call handling, dispatching, and records management. Ongoing maintenance and support are essential 
to ensure the system remains secure, functional, and aligned with evolving technology standards. The proposed 
Professional Services Agreement provides for annual system updates, technical support, and issue resolution 
services. Continued investment in this maintenance agreement will help safeguard public safety operations and 
minimize the risk of service disruption. Staff recommends approval of the agreement to maintain continuity 
and reliability of these critical systems. 
 
BUDGET IMPACT: 
The City desires to amend the existing Agreement to increase the annual aggregate amount from $150,000 to 
$300,000 for additional services and to extend the term of the Agreement from November 23, 2024 to 
November 23, 2025. 
 
RECOMMENDATION: 
Staff recommends the City Council approves the Professional Services Agreement with Motorola Solutions, Inc.
