CITY COUNCIL REPORT SUBJECT: Resolution No. 2598 - Sister City Agreement with the City of Puerto Peñasco, Sonora, Mexico MEETING DATE: June 24, 2025 TO: Mayor and Council FROM: George Good , Chief Preparedness Officer/Human Services Director REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The City wishes to enter into a Sister City agreement with the City of Puerto Penasco, Sonora, Mexico. This agreement will provide for the exchange of various governmental programs including, but not limited to, public safety, the arts, education, leadership, and youth programming. BACKGROUND: Discussions regarding this agreement have been ongoing dating back to 2024. On February 8, 2024, Tolleson Mayor Juan F. Rodriguez, Vice-Mayor Jimmy Davis, City Manager Reyes Medrano, and George Good met in Mexico with Puerto Penasco Mayor Castro and his senior staff to discuss this agreement. DISCUSSION: The agreement would provide for many opportunities to learn about the culture of the other city. Such opportunities would include, but not be limited to the following areas: Arts Education Public Safety Youth Programming Infrastructure Development Library Activities Parades Cultural Activities The term of the agreement is five years, with the option to renew for an additional five years by mutual consent. BUDGET IMPACT: The City will incur costs associated with travel, lodging, and programming to accomplish the pursuits that result from this agreement. Puerto Penasco will also incur costs as appropriate. There is an existing line item in the City budget for these purposes. RECOMMENDATION: Staff recommends the City Council adopt Resolution No. 2598.
