CITY COUNCIL REPORT SUBJECT: Ordinance No. 624 N.S. – Amending Code Relating to Obstructions, Fire Hydrant Parking, and Vehicle Storage MEETING DATE: June 24, 2025 TO: Mayor and Council FROM: Rudy Mendoza, Public Safety Director/Police Chief REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Tolleson Police Department seeks the adoption of Ordinance No. 624 N.S. to amend provisions of the Tolleson City Code related to vegetation obstructions, fire hydrant access, and the regulation of parked and stored vehicles on both public and private property. BACKGROUND: Several areas of the Tolleson City Code, particularly within Chapter 6 (Traffic Code), were outdated or lacked clarity related to public safety and vehicle storage. Vegetation obstructions and improper parking practices have contributed to reduced visibility, safety risks, and enforcement challenges for both emergency access and neighborhood standards. DISCUSSION: Ordinance No. 624 N.S. introduces the following amendments to the Tolleson City Code: Section 6-3-18 (Obstruction of Public Property): Prohibits trees, hedges, or other obstructions on private property that impair visibility or access to intersections, sidewalks, and streets. Minimum clearance heights of 7 feet (sidewalks) and 13 feet (streets) are established Section 6-4-11 (Parking Near a Fire Hydrant): Prohibits parking within 15 feet of a fire hydrant Section 6-7-2 and 6-7-4 (Vehicle Storage): Clarifies that unlicensed vehicles may be stored outdoors on private property only if done in accordance with City Code and not hazardous. Parking must comply with Article 6-4 and avoid impeding emergency access or creating a nuisance BUDGET IMPACT: There is no direct fiscal impact. Implementation and enforcement will be handled by the existing personnel within the Tolleson Police Department’s Code Enforcement Division.
