CITY COUNCIL REPORT SUBJECT: RPTA Master Transit Services Agreement MEETING DATE: June 10, 2025 TO: Mayor and Council FROM: Gabriel Elias, Development Services Superintendent REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Development Services Department is requesting the adoption of Resolution No. 2605 approving the Master Transit Services Agreement, Contract # 172-75-2026-00, between the City of Tolleson and Regional Public Transportation Authority (RPTA) relating to regional transit services. BACKGROUND: Per the Master Transit Services Agreement, the City of Tolleson will continue to pay RPTA for ADA mandated Paratransit and Ride Choice Services. DISCUSSION: The Transit Services Agreement outlines the fiscal responsibilities obligated to the City of Tolleson for ADA Mandated Paratransit Services along with RideChoice Transportation Services offered through the RPTA. This Agreement shall be effective for a period of seven years, with annual updates to incorporate any changes in service levels, funding, costs, or revenues. BUDGET IMPACT: The City of Tolleson will pay RPTA a total of $109,850: $85,277 for the provision of ADA Mandated Paratransit Services and $24,573 for the RideChoice Transportation Services Program for Fiscal Year 2026. Per the Master Transit Services Agreement, the City of Tolleson will continue to pay RPTA for ADA mandated Paratransit and Ride Choice Services. RECOMMENDATION: Staff recommends the City Council adopt Resolution No. 2605 of the Mayor and Council of the City of Tolleson, Arizona, approving the Master Transit Services Agreement, Contract # 172-75-2026-00, between the City of Tolleson and RPTA relating to regional transit services.
