CITY COUNCIL REPORT SUBJECT: Resolution No. 2606 - West Valley Fire Apparatus Intergovernmental Agreement MEETING DATE: June 10, 2025 TO: Mayor and Council FROM: Michael Young, Fire Chief REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Fire Department is requesting the adoption of Resolution No. 2606, approving an Intergovernmental Agreement (IGA) between and among the Arizona Fire & Medical Authority, the Cities of Avondale, Buckeye, El Mirage, Glendale, Goodyear, Peoria, Surprise, Tolleson, and the Daisy Mountain and Sun City Fire Districts for the lending and borrowing of fire apparatus. BACKGROUND: A.R.S. ยง 11-951 et seq. authorizes municipalities to enter into intergovernmental agreements for cooperative activities. The Partnering Agencies seek to collaborate through a formal IGA to improve emergency response capabilities and support operational needs across jurisdictions. DISCUSSION: This IGA allows each Partnering Agency to lend and borrow fire apparatus, such as engines, ladders, ambulances, or other emergency response vehicles, on an as-needed basis. It outlines responsibilities, usage protocols, cost coverage, liability, and maintenance terms. Participating agencies benefit from shared resources and enhanced operational readiness during equipment outages or large-scale incidents. The Agreement will be effective upon execution and shall remain in force for five (5) years or until terminated by formal action of the parties. BUDGET IMPACT: There is no immediate budget impact. Borrowing agencies will be responsible for operating costs incurred during use of loaned equipment. RECOMMENDATION: Staff recommends the City Council adopt Resolution No. 2606. ATTACHMENTS: 1.
