CITY COUNCIL REPORT SUBJECT: Resolution No. 2607 - Fourth Amendment to Maricopa County Intergovernmental Agreement MEETING DATE: June 10, 2025 TO: Mayor and Council FROM: George Good , Chief Preparedness Officer/Human Services Director REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Human Services Department is requesting the adoption of Resolution No. 2607, approving the Fourth Amendment to the Intergovernmental Agreement (IGA), Contract No. C-22-22-120-X-04, between the City of Tolleson and Maricopa County, administered by its Human Services Department, for the provision of Community Action Program (CAP) services. BACKGROUND: The City of Tolleson entered into an Intergovernmental Agreement with the Maricopa County Human Services Department (MCHSD) for the purpose of delivering CAP services to support low-income Tolleson residents. These services are focused on addressing crisis needs and promoting long-term self-sufficiency. DISCUSSION: The Fourth Amendment to the IGA extends the term from July 1, 2025, through June 30, 2026, and provides for additional cash reimbursement to the City in the amount of $165,000. Services provided through this funding include crisis case management, coordination of support services, and assistance to households in crisis due to eviction, utility disconnection, food insecurity, and unemployment. This funding allows the Human Services Department to continue critical programs for residents in need while supporting the City’s mission to foster stability and resilience among vulnerable populations. BUDGET IMPACT: The City will receive $165,000 in reimbursement from Maricopa County for services rendered under the terms of the agreement. There is no negative budget impact.
