CITY COUNCIL REPORT SUBJECT: Ordinance No. 620 N.S. - Adoption of International Building Codes, May 13, 2025 MEETING DATE: May 13, 2025 TO: Mayor and Council FROM: Brett Harris, Chief Building Official REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: Consideration of adopting Ordinance 620 N.S., which will have the effect of updating the building construction codes and associated amendments to the 2024 editions of the International Building Code, International Residential Code, International Mechanical Code, International Existing Building Code, International Energy Conservation Code, Internation Fuel Gas Code, Internation Plumbing Code, and the 2023 edition of the National Electrical Code. BACKGROUND: The current Tolleson building construction codes have been in effect for six years. The International Code Council continually makes modifications to the building codes to increase life safety in the built environment. Updating to the latest editions of the ICC Family of Codes will bring the city current with construction technologies and methodologies. Also, at this time, our neighboring jurisdictions are also going through the adoption process. This will effectively keep construction cohesive across the region. The existing ordinance was adopted in 2019. DISCUSSION: As technologies in construction are ever-changing, adopting the latest editions of the model codes will allow for the most advanced construction methodologies and technologies to be employed in Tolleson. Neighboring jurisdictions have either adopted or are in the process of adopting the 2024 ICC building codes. Staff and legal have reviewed the codes and amendments for cohesiveness and coordination. BUDGET IMPACT: There is no budgetary impact. RECOMMENDATION: Staff recommends that the City Council adopt Ordinance No. 620 N.S. ATTACHMENTS: 1. Ord 620 N.S.
