CITY COUNCIL REPORT SUBJECT: Tohono O’odham Nation Grant Proposal MEETING DATE: May 13, 2025 TO: Mayor and Council FROM: Jason Earp, Development Services Director REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: To request City Council approval for the submission of a grant proposal to the Tohono O'odham Nation under Proposition 202 funding and authorization to accept any resulting grant for projects supporting economic development and other priority areas. BACKGROUND: The Tohono O'odham Nation is currently accepting proposals for Proposition 202 funding from eligible entities including Arizona cities, towns, counties, and nonprofit organizations. The funding aims to support initiatives within six designated priority areas: • Education • Health Care • Public Safety • Child Advocacy • Economic Development • Cultural and Environmental Development and Protection The City of Tolleson seeks to participate in this funding opportunity by submitting a proposal for projects aligned with the Nation’s priority focus areas for 2025. DISCUSSION: Resolution No. 2601 formally authorizes the City of Tolleson to submit a grant proposal to the Tohono O'odham Nation and to accept any resulting funding. It empowers the Mayor, City Manager, City Clerk, and City Attorney to execute and submit all necessary documentation, and to take any actions required to implement the grant- funded projects. BUDGET IMPACT: There is no fiscal impact associated with submitting the grant proposal. If awarded, the grant will provide external funding to support selected City initiatives within the priority areas, particularly economic development. RECOMMENDATION: Staff recommends approval of Resolution No. 2601 to facilitate the City’s participation in the Tohono O'odham Nation’s Proposition 202 funding opportunity and to enhance resources available for community development initiatives.
