CITY COUNCIL REPORT SUBJECT: First Amendment to United Fire Company Cooperative Purchasing Agreement MEETING DATE: April 8, 2025 TO: Mayor and Council FROM: Michael Young, Fire Chief REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: To approve an amendment increasing the contract with United Fire from $100,000 to $250,000 for the purchase of firefighter turnout gear and other personal protective equipment (PPE). BACKGROUND: In accordance with NFPA standards, firefighter turnout gear must be routinely inspected, professionally laundered, and replaced when it no longer meets safety requirements. When I assumed the role of Fire Chief one year ago, many sets of turnout we set to expire, and several have since been condemned following inspection. In this budget cycle, $100,000 was allocated for new gear: $50,000 was issued to United Fire and $50,000 to MES. We are currently only sourcing gear from United Fire, and the full amount of that PO has been used. DISCUSSION: Turnout gear is essential personal protective equipment for fire personnel. As inspections continue, additional gear is being condemned and must be replaced immediately to ensure the safety of our firefighters and maintain operational readiness. United Fire is our current and reliable supplier. Increasing the purchase order will allow us to continue replacing expired or condemned gear as needed. BUDGET IMPACT: This action increases the existing contract with United Fire from $100,000 to $250,000. Funding is available within the current budget allocation for firefighter PPE and related safety equipment. RECOMMENDATION: Staff recommends that the City Council approve the amendment to increase the purchase order with United Fire to $250,000 for firefighter turnout gear.
