CITY COUNCIL REPORT SUBJECT: Achen-Gardner Construction Job Order Master Agreement MEETING DATE: March 25, 2025 TO: Mayor and Council FROM: Chris Hamilton, City Engineer REVIEWED: Reyes Medrano Jr., City Manager PURPOSE: The Development Services/Utilities Department is requesting the approval of a Job Order Master Agreement between the City of Tolleson and Achen-Gardner Construction, LLC for construction services. BACKGROUND: With the construction of Moderne at the northwest corner of 96th Ave and Pierce, there became a need to have the ability to direct Well 8 drainage to another location. It was determined the best alternative was to direct this flow to the City basin south of the Field Operation yard on 97th Avenue. Staff worked with Kimley Horn to complete design services for the 96th Ave Drain line. This project was slated to be funded by federal funding through the Army Corp of Engineers as a part of their 595 funds. The project has been construction ready. However, as a part of the 595 funding, environmental clearance is a requirement. This was not originally anticipated and could take up to a year to complete. As time passes, construction costs have continued to rise. Rising costs have an impact on all the 595 funded projects. Staff believes it is in the City's best interest to prioritize the Well #9 construction with the 595 funding and complete the drain line project with City funds. DISCUSSION: Staff worked with a couple of contractors who have existing job order contracts. Achen Garner is a reputable contractor who can complete the needed work in a timely and cost-effective manner. The contract will allow Achen Garner to install a much-needed asset for the CIty by the end of the fiscal year. With the completion of the Moderne project nearing, it is increasingly important to get the 96th Ave drain line installed. BUDGET IMPACT: The City shall pay the Contractor an amount for the services at the rates set forth in the Fee Proposal. Funds for this agreement are available in the approved budget under the appropriate accounts designated for capital improvement projects through the Water systems improvement line in a not to-exceed amount of $1,500,000. RECOMMENDATION: Staff recommends the City Council approves the Job Order Master agreement with Achen-Gardner. ATTACHMENTS: 1. 03 25 25 DS - JOC - Achen-Gardner Construction, LLC - End Date 09 02 25
