Replat of JBS Parcel

PURPOSE: 
Approve Replat Application #24110001 as submitted by Cassie Kussow with Kimley-Horn, on behalf of the 
owner, Sun Land Beef Company, for a final plat located near the northeast corner of 91st Avenue and Buckeye 
Road in Tolleson, AZ. The site, comprised of a portion APN 101-12-632A, is approximately 459,422 sq. ft. and 
zoned Planned Area Development (PAD). (JBS Costco Depot – Development Services Department) 
 
BACKGROUND: 
In 2011, a final plat was recorded that created the existing JBS lot. The plat is MCR Book 1101 Page 38. 
 
DISCUSSION: 
Costco recently completed expansions of their warehouse facility. These expansions created the need for 
additional parking. Costco has been working with JBS to obtain additional parking on the northeast corner of 
the JBS parcel. JBS has agreed to sell a portion of the parcel to Costco for parking. In order to facilitate this sale, 
a new parcel needs to be created. Once the parcel is created, Costco purchase the parcel and then record an 
access easement on their parcel to ensure the newly created parcel has access.  The new parcel cannot be easily 
joined to the existing Costco parcel due to the existing parcel and the new lot having different Zoning 
designations. If Costco wanted to combine the parcels, the new parcel would need to be rezoned from PAD to 
I-1.Rezoning would require a separate Council action. At the current time, this action has not been discussed or 
requested. 
 
BUDGET IMPACT: 
This item has no additional budget impact. 
 
RECOMMENDATION: 
Staff recommends the approval of the Replat for JBS Costco.
